Employees must retain at least 80 <br />hours (2 full weeks) of sick leave after the cash out. <br />Employees hired on or after the date on which this Summary is adopted by the City Council in 2025 <br />may make an irrevocable election on or before December 31st of the prior year to cash out up to 24 <br />hours of sick leave to be accrued in the following calendar year and cashed out at their base rate of <br />pay. Employees must retain at least 80 hours (2 full weeks) of sick leave after the cash out. <br />BEREAVEMENT LEAVE <br />Currently, employees are entitled to 3 regularly scheduled working days of paid bereavement leave in the <br />event of a death in the immediate family of the employee, as defined by the agreement (or 4 days in the <br />event the funeral is 300 or more miles from the City). The Summary increases paid bereavement leave to <br />40 hours or five working days, whichever is higher. Bereavement leave may be taken intermittently, but <br />must be completed within three (3) months of the family member’s date of death. In addition, the <br />Summary provides that an employee may request bereavement leave to attend the funeral of a close <br />relation not listed herein, subject to the approval of the City Manager or designee. <br />PRIORITY REGISTRATION CITY RECREATION PROGRAM <br />The Summary incorporates an existing arrangement which provides employees with a discount and <br />priority registration to enroll their children in qualifying child-based recreation programs offered by the <br />City’s Parks, Recreation and Community Services Department. <br />FISCAL IMPACT <br />The proposed 3% cost-of-living for year one is included in the current adopted FY 2024-25 adopted <br />budget. Other recommended salary and benefit changes throughout the term of the new agreement with <br />RCMEA and as stated in the Summary of Compensation and Terms of Employment for the Confidential <br />Employee Group represents a maximum estimated fiscal impact of approximately $2,722,542. When staff <br />was developing the FY 2024-25 budget, an estimated annual amount of $806,286 was used for RCMEA <br />and Confidential Employee salary increases. At this time, staff is requesting a budget amendment for FY <br />2024-25 increasing General Fund expenditures by $567,174. For subsequent fiscal years, projected costs <br />of recommended salary and benefits will be built into the development of future recommended budgets. <br />ENVIRONMENTAL REVIEW <br />This activity is not a project under California Environmental Quality Act (CEQA) as defined in CEQA <br />Guidelines, section 15378, because it has no potential for resulting in either a direct or reasonably <br />foreseeable indirect physical change in the environment. <br />6.I. - Page 12 of 119 <br />426
