Page 1 of 4 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org <br />STAFF REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />DATE: March 10, 2025 <br />SUBJECT <br />Purchase of Hoover Park spray ground equipment in an amount up to $327,586 as part of the Hoover Park <br />Renovation Project funded by federal grants, Capital Outlay funds, and park impact fees <br />RECOMMENDATION <br />By motion, approve and authorize the City Manager to negotiate and enter into a purchase agreement <br />with Waterplay Solutions Corporation in an amount up to $327,586, subject to City Attorney approval as <br />to form, as part of the Hoover Park Renovation Project funded by federal grants, Capital Outlay funds and <br />park impact fees. <br />STRATEGIC PLAN GUIDING PRINCIPLE <br />Healthy Community for All <br />BACKGROUND <br />In November 2020, the City Council approved the sale of the 1306 Main Street property, which was a 22- <br />unit, City-owned, affordable housing property, to Greystar as part of the South Main Mixed-Use Project. <br />Greystar subsequently sold the project to IQHQ, and it is now known as “Elco Yards”. The City originally <br />used Community Development Block Grant (CDBG), Home Investment Partnerships Program (HOME), and <br />Redevelopment Agency (RDA) Low/Moderate Housing funds to acquire the property. The City has <br />received $4.2 million in CDBG sales proceeds from the property that must be used on a CDBG-eligible <br />project. The City Council adopted the 2022 CDBG Action Plan by resolution on May 9, 2022, which included <br />the designation of this $4.2 million to the Hoover Park Renovation project. The City is additionally <br />contributing Capital Improvement Funds and Park Impact Fee Funds to pay for the community outreach <br />phase, construction document design phase, and park construction. <br />6.K. - Page 1 of 4 <br />553
