Marilyn Harang, Public Works Superintendent presented the report. She also introduced Richard Napier, Executive Director of C/CAG (City/County Association of Governments). She explained the consequences of these regulations and she is concerned with these unfunded mandates. She explained the issues and also thanked Mayor Foust who also testified on this matter. Ms. Harang explained that the main three concerns are with water quality monitoring/testing, maintenance issues, and meeting requirements within budgetary limitations. She asked that the City Manager be granted permission to take action on one of the options. Richard Napier, C/CAG Executive Director said staff did a great job presenting the issues. He acknowledged the issue of costly and stringent requirements. He made himself available to answer questions and he said that C/CAG will be leading this effort. City Attorney Yamamoto clarified the two components of the motion. M/S Aguirre/Bain to approve the staff recommendation and include that the City Manager be the contact person in the event of lawsuits and that he be the filer for any documents. Motion carries unanimously with Ira absent. c. Draft New General Plan - Final City Council Check-in. Recommendation: Consider update on progress made since September on the draft New General Plan and prepare for the November 23 joint meeting with the Planning Commission. 9:53 p.m. Tom Passanisi gave a brief introduction presentation and the consultants were present to answer any questions. Mr. Passanisi said that 600 comments were received and that staff is working on a matrix. Ms. Brownfield went through the changes in the various elements. Ms. Jill Ekas, Planning Manager presented some of the elements. Council discussed the Draft Housing Element. The consultant explained the "walking shed map" and the Redwood Creek/Harbor Master Plan. Additional economic data points were discussed and how this will be plugged in later. Council discussed looking at freight rail and making sure this was included. The rail corridor was discussed. Ms. Ekas explained various statistics on housing, jobs and future needs. She said that modeling will be very careful because of the numbers and impacts on items such as traffic, water supply and density. Assembly Bill 162 was discussed. Council asked questions about infill developments and the possibility of a map. Staff said that the significant physical barrier is 101 and so it might not be exactly what Council is asking but it will be there. Council discussed the RHNA (Regional Housing Needs Assessment) numbers and how Redwood City focuses on this requirement. Mr. Ingram said that this will be addressed in the strategic plan context. Mayor Foust specifically asked for a map of what is on Redevelopment Area I and Redevelopment Area II.
