These are not minor details but fundamental requirements that impact public safety,
environmental protection, and community benefits. The Plan Review Committee
established these requirements precisely because they are necessary to ensure a
responsible, well-designed project.

We understand the desire to move forward with this important project after all of this
time, but initiating the EIR process before addressing these foundational issues would
be premature and potentially wasteful of both city resources and taxpayer dollars. The
EIR should evaluate a stable project description with alternatives that have addressed
these basic requirements.

Therefore, we respectfully request that the Council:
1. Delay the scheduled vote on initiating the EIR for the Redwood Life proposal
until the applicant has addressed the PRC requirements.
2. Direct staff to work with the applicant to strengthen Alternative 2 in collaboration
with the community, incorporating feedback from the recently completed
Sensitivity Analysis (January 30, 2025).
This approach would ensure that when the EIR does move forward, it evaluates
alternatives that are truly responsive to both community needs and the City's strategic
goals for economic development, sea level rise adaptation, and sustainable growth.

Thank you for your consideration of this important matter.

Respectfully,

Steven and Nina Goodale
825 Portwalk Pl.
Redwood City, CA 94065
