It would not result in new or more severe impacts with respect to population growth than in the EIR/SEIR and <br />there is no new information of substantial importance for CEQA purposes. <br /> <br />CONCLUSION: <br /> <br />With regards to the issue area of Public Services, the following findings can be made: (1) no peculiar impacts to the <br />Commercial Component or its site have been identified, (2) there are no potentially significant effects or off-site and/or <br />cumulative impacts which were not discussed by the EIR/SEIR, (3) no substantial new information has been identified <br />which results in an impact which is more severe than anticipated by the EIR/SEIR, and (4) no mitigation measures <br />contained within the EIR/SEIR would be required because the project component specific impacts would be less than <br />significant (as discussed above, DTPP program EIR Mitigation Measure 8-1 has already been effectively implemented <br />in the Downtown area). For these reasons, the public services impacts of the proposed Commercial Component would <br />be consistent with the impacts identified in the EIR/SEIR and this component does not require additional <br />environmental review under CEQA Guidelines section 15183. <br /> <br />Housing Component: <br />a. The Focused GPU EIR found implementation would not have a less than significant impact with respect to fire <br />protection. While the increase in residents and land use intensity would increase the demand for fire protection <br />services, continued payment of fire protection fees and property taxes would ensure future projects would not have a <br />significant effect on service demands. <br /> Implementation of the proposed Housing Component would not result in substantial physical impacts associated with <br />the provision of new or physically altered governmental facilities, or the need for new or physically altered <br />governmental facilities, in order to maintain acceptable service ratios, response times, or other performance objectives <br />beyond those identified in the Focused GPU program EIR (pp. 4.15-1 through 4.15-16). The subject site is served by <br />the City of Redwood City Fire and Police departments. The Fire Department facility serving the project site is Station <br />9 at 755 Marshall Street, less than three-quarters of a mile northwest from the subject site. The Police Department is <br />headquartered at 1301 Maple Street, about one mile north of the subject site. Personnel from the Fire Department <br />participate in the City’s Plan Review Committee (PRC) process and reviewed the overall proposed project (including <br />both project components). <br /> Furthermore, the Focused GPU program EIR (pp. 4.15-9 through 4.15-13) concluded that there would be no significant <br />impacts resulting from the construction of new or expanded facilities as a result of population growth from the Focused <br />GPU because growth facilitated by the Focused GPU would not increase demand for services to the extent that new <br />or expanded facilities would be required. Public services impacts related to fire protection, police protection, schools, <br />and libraries would be less than significant. (Parks and recreation services are discussed in item XVI, Recreation, <br />which follows.) <br /> The Housing Component design would be required to comply with all applicable City and State codes and regulations <br />pertaining to emergency access, as well as fire protection and security. For example, project component plans (Plan <br />Sheets A100 and G003, 10/6/23) note the following fire protection components: <br /> The building would have a fire pump room and a fire equipment room. <br /> Three Knox boxes are proposed, with one near the entry court on the Buckeye Road side of the building and two <br />on the Shasta Street building side—one adjacent to the garage entry and the other near the transformer room in <br />the northeastern corner of the building footprint. <br /> A fire department connection would be located northeastern corner of the building footprint near the transformer <br />room. <br /> The above fire protection components are subject to review and approval by the City and would be a standard condition <br />of Housing Component approval. <br /> There is one existing fire hydrant located near the project component site, across Buckeye Street at the corner of <br />Buckeye Street and Shasta Street (Plan Sheet C-1.3, 12/23/22). The Housing Component proposes to install two new <br />fire hydrants: one at the southwest corner of the subject site near the manager’s unit on Buckeye Street; and one at <br />the northeast corner of the subject site near the transformer room on Shasta Street (Plan Sheet G003, 10/6/23). The <br />final location and number of hydrants would be reviewed and confirmed by the Fire Marshal. Fire flow tests performed <br />on April 21, 2023 for the Housing Component indicate a flow rate of 2,550 gallons per minute (gpm) with a residual <br />pressure of 20 pounds per square inch (psi) and a static psi of 63 gpm (at 143 Buckeye Street) (written communication <br />ATTY/RESO.0028/CC RESO CEQA GUIDLINES (920 SHASTA) - EXHIBIT A <br />REV: 04-22-25 VR <br /> <br />Page 122 of 148
