<br /> <br /> <br />124 <br />of parkland to the City in fee title and free of encumbrances would ensure that impacts on parks and recreational <br />facilities is less than significant.” The Housing Component consists of a new residential building and would be <br />required to pay park fees as applicable. Additionally, this Component would include an entry court on the ground floor <br />on Buckeye Street, a second-level podium courtyard, and a sky deck on the fifth level. As such, no new or physically <br />altered park facilities or need for new or physically altered park facilities have been identified due to the Housing <br />Component. <br /> Other Public Facilities: The Focused GPU program EIR (pp. 4.15-12 and 4.15-13) concluded that while development <br />as a result of the proposed Focused GPU “would generate population growth in the Planning Area that would be <br />expected to result in increased use of public library facilities, the [Focused GPU] Project does not specifically include <br />any new or expanded public facilities” and “it is anticipated that existing library and City administrative services <br />would accommodate any increase in demand due to implementation of the proposed Project.” The GPU EIR <br />anticipated the impacts of development from the Focused General Plan Update and it is not anticipated that a new <br />residential project comprising 100 units would result would result in demand on library services beyond what was <br />anticipated in the GPU EIR and necessitate the construction of a new library facility given the three existing libraries <br />in Redwood City: Downtown Library (1044 Middlefield Rd), Schaberg Branch Library (2140 Euclid Avenue), and <br />Redwood Shores Library (399 Marine Parkway). As such, no new or physically altered public facilities or need for <br />new or physically altered public facilities have been identified due to the Housing Component. <br /> Public Services Conclusion: All the adopted and uniformly applied standard requirements and procedures described <br />above regarding emergency access and fire protection are subject to review and approval by the City. Under the <br />proposed Housing Component, no additional impacts on public services are anticipated, so the impact would remain <br />less than significant and no additional mitigation is required. It would not result in new or more severe impacts with <br />respect to population growth than in the Focused GPU EIR and there is no new information of substantial importance <br />for CEQA purposes. <br /> <br />CONCLUSION <br />With regards to the issue area of Public Services, the following findings can be made: (1) no peculiar impacts to the <br />Housing Component or its site have been identified, (2) there are no potentially significant effects or off-site and/or <br />cumulative impacts which were not discussed by the Focused GPU EIR, (3) no substantial new information has been <br />identified which results in an impact which is more severe than anticipated by the Focused GPU EIR, and (4) no <br />mitigation measures contained within the Focused GPU EIR would be required because the project component specific <br />impacts would be less than significant.
