<br />WHEREAS, on April 15, 2025, the Planning Commission conducted a duly noticed
<br />public hearing, in accordance with all applicable requirements of the State Planning and
<br />Zoning Law, the Redwood City Code, and the Redwood City Zoning Ordinance, to review
<br />and recommend to the City Council the CEQA Consistency Checklist and associated
<br />project approvals; and
<br />
<br />WHEREAS, after the public hearing, the Planning Commission considered the
<br />staff report and the application materials, including without limitation, the GPU EIR, CEQA
<br />Consistency Checklist, Architectural Permit, Tentative Parcel Map, an Affordable Housing
<br />Plan, Land Donation Agreement with associated documentation and agreements, and a
<br />Development Agreement, and all other documents, reports, studies, memoranda, maps,
<br />oral and written testimony and materials in the City’s file for the applications and the
<br />Project, and all adopted City planning documents related to the Project and to the
<br />property, including the City’s General Plan, Municipal Code, Zoning Ordinance, and other
<br />applicable City laws and regulations, and all associated and approved and certified
<br />environmental documents for the Project (collectively referred to, together with the
<br />Relocation Plan and Water Supply Assessment as the “Record”); and
<br />
<br />WHEREAS, following its deliberation on all of the foregoing, the Planning
<br />Commission adopted Resolution No. 25-01, determining that the Project is within the
<br />scope of the GPU EIR, and pursuant to Sections 15168 and 15183 of the CEQA
<br />Guidelines, recommending that the City Council find no further environmental review is
<br />required for the Project; and
<br />
<br />WHEREAS, on April 28, 2025, the City Council of the City of Redwood City
<br />conducted a duly noticed public hearing, in accordance with all applicable requirements
<br />of the State Planning and Zoning Law, the Redwood City Code, and the Redwood City
<br />Zoning Ordinance, to consider the CEQA Consistency Checklist and project approvals;
<br />and
<br />
<br />WHEREAS, after the public hearing, the City Council considered the whole of the
<br />Record and following its deliberation on all of the forgoing, determined that the Project is
<br />within the scope of the GPU EIR, and pursuant to Sections 15168 and 15183 of the CEQA
<br />Guidelines, and finds no further environmental review is required for the Project.

<br />NOW, THEREFORE, BE IT RESOLVED THAT THE CITY COUNCIL OF THE
<br />CITY OF REDWOOD CITY AS FOLLOWS:

<br />Section 1. The recitals set forth above are true and correct and are hereby
<br />incorporated herein by this reference as if fully set forth in their entirety.
<br />
<br />Section 2. The City Council, having independently heard, considered, and
<br />weighed all the facts and evidence in the Record, finds that the above recitals are
<br />accurate and constitute findings in this matter and, together with the Project Record, have
<br />served as an adequate and appropriate evidentiary basis for the findings and actions set
<br />forth in this Resolution.
