<br /> <br /> <br />51 <br />contained within the EIR/SEIR would apply to the project component specific impacts rendering them less than <br />significant. For these reasons, the biological resources impacts of the proposed Commercial Component would be <br />consistent with the impacts identified in the EIR/SEIR and this Commercial Component does not require additional <br />environmental review under CEQA Guidelines section 15183. <br /> <br />Housing Component: <br />a. The Focused GPU program EIR (p. 4.4-37) concluded that special-status species would be potentially affected only <br />by Focused GPU-facilitated development that occurred in sensitive biological resource areas, such as adjacent to <br />natural habitat, including areas along riparian corridors and streams, Bayland areas, grassland, forest, and woodland. <br />The impacts were found to be less than significant with mitigation. Mitigation Measure BIO-1, BIO-2a, BIO-2b, BIO- <br />3, BIO-4, and BIO-6 are mitigation measures that apply within sensitive biological resources area and which require <br />developments to identify the types of resources present, to avoid and/or compensate for the loss of special-status plant <br />species, consult with USFWS and CDFG if certain animal specifies are found on the site, and to compensate for <br />impacts to habitat for special status species. The Focused GPU program EIR (p. 4.4-32) identified most of the sites <br />proposed for housing development to be in existing developed areas where no habitat for special-status species exists, <br />except where the development is adjacent to Redwood Creek. The Focused GPU program EIR (pp. 4.4-32 and 4.4- <br />33) concluded that impacts from removal of trees and structures could result in significant impacts on burrowing owls, <br />nesting birds, and roosting bats. The Focused GPU EIR (pp. 4.4-38 and 4.4-29) includes Mitigation Measures BIO-5, <br />BIO-7, and BIO-8a and BIO-8b to reduce these impacts to a less-than-significant level. <br />The Housing Component site is located approximately 385 feet northeast of El Camino Real and on Woodside Road, <br />which is an area with existing and neighboring development and not adjacent to Redwood Creek. Because the Housing <br />Component would not be located in a sensitive biological resource area as identified above and does not provide <br />suitable habitat for special status plants or wildlife species, it would not result in impacts on special-status species, <br />and Focused GPU program EIR Mitigation Measures BIO-1, BIO-2a, BIO-2b, BIO-3, and BIO-6 are not required. <br />While the Housing Component site is not located in a sensitive biological resource area, the Housing Component <br />would involve the removal of existing buildings and trees. As such, Mitigation Measures BIO-5, BIO-7, BIO-8a and <br />BIO-8b shall be required as conditions of approval for the Housing Component, which would ensure best practices <br />for protecting sensitive species are followed and thus reduce the potential impacts of the project component on <br />identified candidate, sensitive, or special status species to a less-than-significant level. Therefore, the impacts of the <br />Housing Component would be less than significant with mitigation. This project component is consistent with the <br />analysis in the Focused GPU EIR because it would not create new impacts or increase impacts and there is no new <br />information of substantial importance for CEQA purposes. <br />b. According to the Focused GPU program EIR (p. 4.4-40), riparian habitat is present along portions of Redwood Creek, <br />Cordilleras Creek, and their tributaries. The impacts were found to be less than significant with mitigation. <br />The project component site is located approximately 1,000 feet east of Redwood Creek. Cordilleras Creek is located <br />another approximately 4,000 feet generally northwest of Redwood Creek. There are no riparian habitats or sensitive <br />natural communities identified in the vicinity of the Housing Component (Focused GPU program EIR pp. 4.4-6 and <br />4.4-8). The type of construction and operational impacts associated with the Housing Component would be similar to <br />those analyzed in the Focused GPU EIR and the laws, standard policies, and conditions of approval applicable to <br />development would ensure best practices for protecting habitats are followed. For this reason, the proposed Housing <br />Component is expected to have no effect on any riparian habitat or other sensitive natural community identified in <br />local or regional plans, policies, or regulations, or by the California Department of Fish and Wildlife or U.S. Fish and <br />Wildlife Service. Therefore, the Housing Component would have no impact. This Housing Component is consistent <br />with the analysis in the Focused GPU EIR because it would not create new impacts or increase impacts and there is <br />no new information of substantial importance for CEQA purposes. <br />c. The Focused GPU program EIR (Focused GPU program EIR p. 4.4-44) concluded that the potential for loss or <br />disturbance of jurisdictional wetlands or regulated waters existed only with development that is in Bayland areas, <br />especially immediately north and south of U.S. 101; in areas west of Steinberger Slough; and in areas along streams <br />such as Redwood Creek. In addition, there are some undeveloped areas in the western part of the Focused GPU <br />planning area that could support protected wetlands. The impacts were reduced to less than significant with mitigation. <br />Because the Housing Component site is located in an existing developed area north of El Camino Real and generally <br />in the southeastern part of the Focused GPU planning area, and because the site is located over 1,000 feet east of <br />Redwood Creek across El Camino Real, no impact is anticipated.
