<br /> <br /> <br />7 <br />(7) Top Cap: The Mediterranean architectural recommendations suggest that building top <br />caps should be deep roof overhangs featuring brackets, corbels, or other expressed roof <br />overhang supports. The proposed top cap is the metal roof overhang; however, the roof <br />does not feature any other architectural features suggested by the DTPP. <br />(8) Top Window: The Mediterranean architectural style recommendations suggest that <br />window style should feature a prominent but simple sill and lintel. The proposed window <br />design is a modern glass façade. <br />(9) Specializing Disposition Type: The DTPP includes required building massing styles <br />called disposition types and currently allows the following styles (defined in Chapter 2.7): <br />Rearyard, Courtyard, and Tower. A specialized disposition type is included if a building <br />does not meet any of the requirements of the above stated types, but the DTPP states that <br />the use of specialized disposition type should be extremely limited and based on such <br />factors as unusual special needs of highly specialized and unique land uses, or especially <br />small and irregularly shaped parcels. The proposed project is requesting consideration of a <br />specialized disposition type as the subject site is uniquely shaped with physical constraints <br />such as the creek. <br />(Communication with William Chui, Senior Planner, City of Redwood City, April 22, <br />2024). <br />The Commercial Component would provide sidewalk improvements around the site <br />perimeter, including redesigned street corners at the proposed Franklin Street extension <br />and James Avenue, at Franklin Street and California Street T-intersection, and El Camino <br />Real and James Avenue. Other improvements would include the re-grading of James <br />Avenue and a Class IV bicycle lane (one-way or two-way) on James Avenue, a portion of <br />the planned El Camino Class IV separated bicycle lanes on the north side along the project <br />component frontage, improved sidewalks at the intersection of El Camino Real and James <br />Avenue, and a SamTrans bus shelter/bus stop/bus boarding island on El Camino Real. (Plan <br />Sheet C7.0,8/12/24; “Local Transportation Analysis, 901 El Camino Real,” Kimley-Horn <br />and Associates, Inc., August 2024, pp. 60-61)The Commercial Component would also <br />install new double- head street lighting fixtures along the El Camino Real frontage and new <br />single-head street lighting fixtures along the other project component frontages. Additional <br />lighting within the subject site’s boundaries would include a variety of floodlights, flexible <br />LED tubes (“flex-qubes”), recessed steplights and downlights, wall sconces, and in-grade <br />lighting. (Plan Sheet LT-1, 5/26/23). <br />There are 33 trees identified onsite, including the creek area and the proposed Franklin <br />Street extension, all of which the Commercial Component proposes to remove. An <br />additional 29 trees indicated on the project component plans as “to be protected in place” <br />include trees on the adjacent Joint Powers Board (JPB) parking lot, in City right-of-way <br />areas, and along a portion of the El Camino Real median parallel to the project component <br />frontage. 2 The Commercial Component proposes to replace all onsite trees by planting a <br />total of 81 new trees, including 37 along the project component perimeter (12 along El <br />Camino Real; 15 along Winklebleck Street/Franklin Street extension; 10 along James <br />Street). These trees would include tree grates as specified in the DTPP. In addition, 5 trees <br />would be planted in the outdoor plaza area and adjacent to the creek restoration area.
