The DTPP program EIR (pp. 8-14 and 8-15) concluded that there would be no significant parks and recreation impacts <br />resulting from the DTPP or projects built under it. The DTPP Plan-Wide Amendments program SEIR (pp. 8-15 <br />through 8-18) concurred with the DTPP EIR conclusion. It found that development would result in an increase in <br />population and thus an increased use of existing parks and recreational facilities. However the SEIR found that these <br />projects would be subject to the City’s Parks Impact Fee, parkland dedication requirements and City open space and <br />landscape requirements. For these reasons, the SEIR concluded there the impacts would be less than significant. <br /> The Downtown area has a variety of open spaces that allow for recreational opportunities. Examples include open <br />space areas adjacent to the Redwood City Public Library and the City Hall, which provide shade and greenery; <br />Courthouse Square, which is actively programmed with dancing, ice skating, music, and other events; and Sequoia <br />High School, which features a seven-acre park and ballfields. All of these recreational facilities are within walking <br />distance from the subject site. <br /> The Commercial Component would include a 3,934-square-foot (SF) open space plaza (Chrysanthemum Plaza) along <br />the proposed Franklin Street extension and adjacent to the project component building. The plaza would include cast- <br />in-place concrete seats, a wood deck, and tables. Chrysanthemum Plaza, a public open space plaza, would be adjacent <br />to the 10,151-square-foot Creek Park Mitigation Area located between James Avenue and the project component <br />building. The Creek Park Mitigation Area would replace the existing 0.08-acre Little River Park (Plan Sheets G2.01 <br />and A1.01, 8/5/24, and Plan Sheets L1.01 and L1.02,6/11/24). Little River Park is a “passive” space; it does not contain <br />recreational facilities. Consistent with DTPP policy, the project would cover portions of the creek, and then re-align <br />and daylight the existing underground creek that is underneath California Street and the 947 El Camino Real parcel. <br />Biological resource features would be enhanced, resulting in a protected natural resource area. <br /> As indicated in the Commercial Component plans, there is one outdoor private terrace on Level 7 along the El Camino <br />Real part of the site, with roof garden planting areas and landscaping, a yoga lawn, a lounge area; and an elevated <br />wood deck area with shade canopy, tables, and chairs (total outdoor space approximately 15,058 SF). (Plan Sheet <br />G2.01,8/5/24) <br /> The Commercial Component would include one onsite bicycle storage area on the first floor for up to 164 bicycles, <br />located near the Commercial Component driveway at Winklebleck Street, California Street (Plan Sheets G0.02 and <br />A2.1, 8/5/24, and Plan Sheet L1.01, 6/11/24). <br /> The Commercial Component would also provide outdoor public bike racks on the sidewalk along the proposed <br />Franklin Street extension near the Teen Center/Multi-purpose space as well as the east side of the Teen Center/Multi- <br />purpose space in Chrysanthemum Plaza, and along El Camino Real near the proposed SamTrans bus shelter/bus <br />stop/bus pad (Plan Sheet L1.01, 6/11/24). <br /> The proposed Commercial Component must comply with all applicable DTPP standards and other City requirements <br />(such as park fees, dedication and open space and landscape requirements) relevant to parks and recreational facilities. <br />ATTY/RESO.0031/CC RESO CEQA GUIDELINES (901 EL CAMINO REAL) <br />REV: 04-22-25 VR <br /> <br />Page 125 of 148
