127
Because the proposed Housing Component is in compliance with all applicable General Plan policies and City
standards relevant to parks and recreational facilities, impacts on parks and recreational facilities would be less than
significant and no additional impacts on recreation are anticipated beyond those discussed in the Focused GPU
program EIR and there is no new information of substantial importance for CEQA purposes.
b. The Focused GPU EIR found that the General Plan update did not propose the construction or expansion of
recreational facilities and therefore would not have an adverse effect on the environment, so the impact would be less
than significant. The Housing Component does not intend to develop any offsite recreational facilities and the onsite
facilities would be located on already developed property that would create little or no additional impacts. For these
reasons, this component would not have an adverse physical effect on the environment related to recreational facilities
and the impacts would be less than significant. It would not result in new or more severe impacts with respect to
recreation than in the Focused GPU EIR and there is no new information of substantial importance for CEQA
purposes.
CONCLUSION
With regards to the issue area of Recreation, the following findings can be made: (1) no peculiar impacts to the
Housing Component or its site have been identified, (2) there are no potentially significant effects or off-site and/or
cumulative impacts which were not discussed by the Focused GPU EIR, (3) no substantial new information has been
identified which results in an impact which is more severe than anticipated by the Focused GPU EIR, and (4) no
mitigation measures contained within the Focused GPU EIR would be required because the Housing Component
specific impacts would be less than significant. For these reasons, the recreation impacts of the proposed Housing
Component would be consistent with the impacts identified in the Focused GPU EIR and this Housing Component
does not require additional environmental review under CEQA Guidelines section 15183.

ATTY/RESO.0031/CC RESO CEQA GUIDELINES (901 EL CAMINO REAL)
REV: 04-22-25 VR
