<br /> <br /> <br />141 <br />Component’s estimated wastewater generation would therefore not exceed the treatment capacity of the SVCW <br />wastewater treatment plant and would not result in a new or more severe wastewater impact. <br /> There are existing sanitary sewer facilities in Winklebleck Street, California Street, and James Avenue (Preliminary <br />Engineering Study, p. 3). There is a 6” vitrified clay pipe (VCP) sanitary sewer main in Winklebleck Street, two 12” <br />VCP sanitary sewer mains in California Street (one is marked abandoned), and a 6” VCP sanitary sewer main in James <br />Avenue. Sewer facilities in the Commercial Component vicinity all drain toward California Street and Broadway. The <br />Commercial Component site is currently served by sewer laterals connecting the site to the 6” sanitary sewer main in <br />Winklebleck Street and the 12” sanitary sewer main in California Street. The proposed Commercial component would <br />install a new 12” sewer main in James Avenue and Franklin Street to replace the existing and abandoned 12” sewer <br />mains in California Street (Preliminary Engineering Study, p. 4). The new sewer main would connect with the existing <br />sewer main in James Avenue and drain north through Franklin Street, where it will connect with the existing system <br />at the intersection of Winklebleck and California Street. The Commercial Component would install a new sanitary <br />sewer lateral connecting the proposed building to the proposed 12” main in Franklin Street. All Commercial <br />Component-related wastewater system improvements are subject to City review and approval. As a result of DTPP <br />standards and the City requirements described above, the proposed Commercial Component would not generate new <br />or more severe wastewater impacts beyond those analyzed in the DTPP program EIR and the DTPP Plan-Wide <br />Amendments program SEIR, and there is no new information of substantial importance for CEQA purposes. <br />d. The Ox Mountain Landfill serves the City and accepts mixed construction and demolition waste (DTPP Plan-Wide <br />Amendments program SEIR, p. 10-37). The Ox Mountain Landfill has an estimated 17,240,000 cubic yards of <br />remaining capacity (19,826,000 tons) and an expected closure date of 2034. The DTPP Plan-Wide Amendments <br />program SEIR determined project construction is not expected to generate substantial amounts of solid waste during <br />construction relative to the remaining capacity of the Ox Mountain Landfill. Operation of individual projects <br />developed as a result of the proposed DTPP Plan-Wide Amendments would result in an increase in the demand for <br />solid waste services. According to the DTPP Plan-Wide Amendments program SEIR, proposed office uses would <br />generate up to approximately 15.5 tons of waste per day. The Ox Mountain Landfill is permitted to accept 3,598 tons <br />of waste per day and currently (i.e., at the time the DTPP Plan-Wide Amendments program SEIR was certified) <br />averages approximately 1,650 tons of solid waste per day. The DTPP Plan-Wide Amendments program SEIR <br />determined the daily solid waste estimates associated with the proposed DTPP Plan-Wide Amendments would account <br />for less than 0.6 percent of the permitted daily capacity of the Ox Mountain Landfill, and as such the proposed DTPP <br />Plan-Wide Amendments would not generate substantial amounts of solid waste during operation relative to the <br />capacity of local infrastructure and concluded a less than significant solid waste impact (p. 10-38). Therefore, there is <br />sufficient landfill capacity to accommodate the Commercial Component’s solid waste disposal needs (DTPP program <br />EIR p. 8-21; DTPP Plan-Wide Amendments program SEIR pp. 10-37 and 10-39). <br /> The Commercial Component can be expected to contribute less than 0.6 percent of the permitted daily capacity of the <br />Ox Mountain Landfill. While the square footage of the Commercial Component’s proposed office use has increased <br />compared to the prior version of the Commercial Component analyzed in the DTPP Plan-Wide Amendments program <br />SEIR and can therefore be expected to produce more solid waste during project operations in comparison, the <br />difference in the amount of solid waste generated would be negligible and would not cause the Commercial <br />Component’s solid waste output to exceed the permitted daily capacity of the Ox Mountain Landfill. <br /> The Commercial Component would accommodate refuse and recycling in one enclosed trash room, which would be <br />located in the northwest portion of the building on the first floor and would be accessible to waste service trucks via <br />the Winklebleck Street frontage (Plan Set, Sheet A6.02, 8/5/2024). Weekly pick-up of garbage, compost, and recycling <br />would be provided by the City’s selected local waste service provider (Recology of San Mateo County). Recology of <br />San Mateo County has provided a will-serve letter for the Commercial Component confirming Recology San Mateo <br />County will provide solid waste service to the Commercial Component (Recology of San Mateo County, 2024). <br />Construction of the Commercial Component would comply with all applicable solid waste regulations. As a result of <br />DTPP standards and the City requirements described above, the proposed Commercial Component would not generate <br />new or more severe solid waste impacts beyond those analyzed in the DTPP program EIR and the DTPP Plan-Wide <br />Amendments program SEIR, and there is no new information of substantial importance for CEQA purposes. <br />e. See item (d) above. <br />CONCLUSION <br />With regards to the issue area of Utilities and Services Systems, the following findings can be made: (1) no peculiar <br />impacts to the Commercial Component or its site have been identified, (2) there are no potentially significant effects <br />or off-site and/or cumulative impacts which were not discussed by the EIR/SEIR, (3) no substantial new information <br />ATTY/RESO.0031/CC RESO CEQA GUIDELINES (901 EL CAMINO REAL) <br />REV: 04-22-25 VR <br /> <br />Page 141 of 148
