<br /> <br /> <br />16 <br />controls on density. As a result, the Housing Component is proposed to have 100 residential <br />units (including 51 density bonus units). The use of a density bonus, concession, or waiver <br />does not constitute a valid basis for finding a project inconsistent with the General Plan <br />and Zoning Ordinance. As such, the Housing Component is consistent with density <br />provided in the Housing Element of the General Plan for which the Focused GPU EIR was <br />certified. <br />The Redwood City Zoning Code includes density bonus regulations (Zoning Code Section <br />32.19) so a project that receives a density bonus and otherwise complies with the applicable <br />zoning requirements is consistent with the development density established by existing <br />zoning. This is supported by State density bonus law which states that the granting of a <br />density bonus “shall not require, or be interpreted, in and of itself, to require a general plan <br />amendment, local coastal plan amendment, zoning change, or other discretionary <br />approval.” (Gov. Code Sec 65915(f)(5).) Similarly, a project that provides affordable <br />housing and receives a density bonus is consistent with the goals of the City’s Housing <br />Element, a component of the Redwood City General Plan, which acknowledges that the <br />city will implement the density bonus program (Housing Element, Program H4-4) to <br />encourage affordable housing in the city. <br />Pursuant to CEQA Guidelines Sections 15168 (Program EIRs), 15162 (Subsequent EIR), <br />and 15163 (Supplemental EIR), if this analysis for the Housing Component determines <br />that there are any new significant environmental effects not identified in the Focused GPU <br />EIR or substantial increases in the severity of any previously identified significant effects, <br />then additional CEQA analysis would be required as provided for in CEQA Guidelines <br />Sections 15162 and 15163. If there are no new significant environmental effects and no <br />substantial increases in the severity of any previously identified significant effects, then <br />this Consistency Checklist will determine that the project component is consistent with the <br />Focused GPU EIR and no additional CEQA analysis is required. <br /> <br />9. Surrounding Land Uses and Setting <br /> <br />901 El Camino Real Commercial Component: <br />The Commercial Component is located in an urban area of downtown Redwood City. This <br />component site is across El Camino Real from Sequoia High School (southwest of the <br />project component site). Sequoia High School is outside of the DTPP boundaries and <br />certain buildings on that school campus are listed on the National Register of Historic <br />Places (Sequoia High School Historic District).5 Parcels surrounding 901 El Camino Real <br />are developed with commercial uses to the north, commercial with adjacent residential uses <br />to the south, and commercial and transportation uses to the east (Transit Center-Caltrain <br />parking lot and the Sequoia Station shopping center). <br /> <br />920 Shasta Street Housing component: <br />The 920 Shasta Street component site is in an urban/suburban area west of Woodside Road <br />(SR 84) and north of El Camino Real.
