The DTPP (Appendix 1) identifies 47 historic resources and one designated historic district within the DTPP area. <br />The DTPP program EIR (Chapter 7, Cultural and Historic Resources) concluded that there were potential impacts to <br />these resources only for project sites located on or directly adjacent to a historic resource, or within or directly adjacent <br />to a historic district. The EIR concluded this impact to be significant and unavoidable with mitigation. The SEIR <br />concurred that even with Mitigation Measure 7-3 (requiring development within or adjacent to historic districts to be <br />evaluated by a historian), and Mitigation Measures CR-1 (formerly Mitigation Measure 7-2 with clarifying <br />amendments) which requires that, for proposed development on parcels that contain historic resources, the City make <br />a preliminary determination as to whether any discretionary projects would have a potentially significant adverse <br />effect on historic resources, CR-2 (formerly Mitigation Measure 7-4 with clarifying amendments) which requires that <br />proposed development adjacent to historic resources requiring discretionary approval be reviewed by an architect or <br />architectural historian and be conditioned to avoid any substantial adverse changes on adjacent historical resources, <br />and NO-3 (formerly Mitigation Measure 11-3 with clarifying amendments) which imposes conditions of approval on <br />all future projects involving demolition and construction activities in order to reduce ground-borne vibration levels, <br />implementation of the DTPP Plan-Wide Amendments could pose significant and unavoidable impacts on historic <br />resources. <br />The project Commercial Component site is not adjacent or a contributor to the locally designated Main Street Historic <br />District, nor is the project Commercial Component site itself a DTPP-identified historic resource (DTPP p. 30, Historic <br />Resource Preservation Regulations Map; DTPP p. 156, Historic Resources Reconnaissance Survey Map.) Sequoia <br />High School campus, which is a Historic District, located opposite the subject site across El Camino Real, in the <br />Sequoia neighborhood, is identified as a Historic Resource to Be Preserved according to the City’s Historic Resources <br />Reconnaissance Survey Map. <br /> Historic Resources Evaluation <br /> A historic resources evaluation was prepared for the project component site by PAST Consultants, LLC in February <br />2024 (Historic Evaluation for 901 El Camino Real Redevelopment, Redwood City, CA: 947 El Camino Real <br />(APN052-351-020) and 999 El Camino Real (APN 052-351-030); February 5, 2024; the “historic resources <br />evaluation”).This historic resources evaluation assessed the project component to determine whether the Commercial <br />Component would have potential impacts on a historic resource. The two existing onsite buildings, one building at <br />947 El Camino Real and one building at 999 El Camino Real were constructed in 1966 and 1973, respectively, and, <br />as such, are over 50 years old and must be documented, field investigated, and evaluated under federal, State of <br />California, and City of Redwood City historic preservation criteria. The historic resources evaluation determined <br />neither building is eligible for listing under national, State, or Redwood City historic preservation criteria (p. 2). <br />Therefore, the two properties that constitute the project component site are not historically significant, and no <br />ATTY/RESO.0031/CC RESO CEQA GUIDELINES (901 EL CAMINO REAL) <br />REV: 04-22-25 VR <br /> <br />Page 54 of 148
