<br /> <br /> <br />58 <br />the Union Cemetery, although both have since been leveled and built upon (Focused GPU program EIR, p. 4.18-1). <br />The impacts were found to be less than significant with mitigation. <br />The Housing Component site is located within a half-mile of a recent discovery of tribal cultural resources. The <br />NWIC records search, discussed above in item (a), stated that no cultural resource studies have been conducted <br />specifically for the project component site. The NWIC records search also determined that the potential for <br />encountering unrecorded Native American resources within the proposed project component site is “moderate to high” <br />(p. 2). Accordingly, although the project component site has been developed and is presently mostly covered with <br />asphalt, buildings, or fill that obscures the visibility of original surface soils, NWIC recommends as suggested <br />protocols further archival and field study. This archival and field study would need to occur prior to demolition or <br />other ground disturbance activities and would also need to be conducted by a qualified archaeologist. As explained by <br />NWIC (p. 2), some of the steps the field study may include would be “hand auger sampling, shovel test units, or <br />geoarchaeological analyses as well as other common methods used to identify the presence of buried archaeological <br />resources.” <br />The Housing Component site would be required to comply with the following Focused GPU program EIR mitigation <br />measures: Mitigation Measure CUL-2a regarding encountering deposits of prehistoric or historic archaeological <br />materials during project construction activities; Mitigation Measure CUL-2b regarding construction crew training for <br />identifying federal or state-eligible cultural resources; and Mitigation Measure CUL-2c regarding compliance of future <br />development project applicants with the City’s Historic Resources Management Plan and preparation of a cultural <br />resources plan for all historic site or sites which have a potential for the onsite discovery, reconnaissance and <br />identification of cultural resources. This measure calls for three actions11 to be undertaken: (1) a records search <br />conducted by the Northwest Information Center, which has already been prepared for the project component and <br />whose recommendations are included in this section V; (2) interviews of persons knowledgeable about the history of <br />the site, as approved by staff and within a time period designated by staff (and therefore to be coordinated between <br />the applicant and City staff); and (3) review of maps archived at the local history room of the Main Library and other <br />historical data contained in the Redwood City Inventory (also to be coordinated between the applicant and City staff). <br />With implementation of these Focused GPU program EIR mitigation measures, the Housing Component would not <br />cause a potentially significant impact to any known (recorded) archaeological or cultural resources in the project <br />component vicinity. These mitigation measures shall be required as conditions of approval for the project component <br />and this would reduce the potential impacts of the project on archeological resources to a less than significant impact. <br />The Housing Component is consistent with the analysis in the Focused GPU EIR because it would not create new <br />impacts or increase impacts and there is no new information of substantial importance for CEQA purposes. <br />c. A records search confirmed that there are not any known cemeteries or human remains in subject area. As discussed <br />in the Cultural Resources chapter of the Focused GPU program EIR (Chapter 4.5, pp. 4.5-15 and 4.5-16), the San <br />Francisco Bay region has been occupied by Native Americans for thousands of years, and despite the largely urbanized <br />character of most city areas, the possibility exists that human remains could be discovered during excavation for <br />development. The Focused GPU program EIR includes Mitigation Measure CUL-3a regarding encountering human <br />remains during ground-disturbing activities and Mitigation Measure CUL-3b regarding construction crew training <br />prior to issuance of a grading permit, which would be applicable to all future development projects. These mitigation <br />measures would ensure that if any human remains are encountered during construction or ground-disturbing activities, <br />construction activities would be halted immediately and the County coroner and a professional archaeologist would <br />be consulted to evaluate the significance of the find, with additional measures as applicable. <br />The circumstances on the site have not changed, so the proposed project component would not cause a potentially <br />significant impact as there are not any known cemeteries or human remains in the project vicinity. However, should <br />any human remains be found during on- or offsite improvements associated with the project, PRC Section 5097.98 <br />and Health and Safety Code 7050.5 as well as implementation of mitigation measures CUL-3a and 3b as conditions <br />of approval for the project component, any potential impacts related to undiscovered human remains would be reduced <br />to a less than significant level. The 920 Shasta Street project component is consistent with the analysis in the Focused <br />GPU EIR because it would not create new impacts or increase impacts and there is no new information of substantial <br />importance for CEQA purposes. <br /> <br /> 11 The Focused GPU program EIR Mitigation Measure CUL-2c includes a “fourth” action: “4.
