<br />Environmental Health Services Division would enforce the applicable regulations pertaining to safe handling and
<br />proper storage of hazardous materials… If handling of any hazardous materials would be required for the R&D/
<br />Laboratory uses, such businesses would be required to consult with County Health Department, Environmental Health
<br />Services Division, and apply for applicable permits, and register the hazardous through the County’s Hazardous
<br />Materials Business Plan Program to ensure safe and responsible handling. In addition, compliance with Cal/OSHA
<br />work-safe safety standards would ensure worker safety in the handling and use of hazardous materials.”
<br /> Additionally, as described in the DTPP Plan-Wide Amendments program SEIR (p. 14-9), “the City requires that
<br />building spaces be designed to handle the intended uses, with sprinklers, alarms, vents and secondary containment, in
<br />accordance with the guidelines laid out in the City’s Fire Code. Compliance with State and local regulations would
<br />ensure that buildings are equipped with adequate safety provisions to minimize potential impacts of hazardous
<br />materials. Finally, compliance with Caltrans regulations would ensure uses requiring routine transport of hazardous
<br />materials would not pose a significant risk to the public or environment.”
<br /> Finally, the following requirements established by the DTPP (Sect. 2.2.4 Use Permit Process) would be enforced
<br />through a conditional use permit for future R&D/Laboratory uses:
<br />A) Research and Development uses shall be limited to biosafety levels (BSL) 1 & 2 as defined by the current
<br />version of the Biosafety in Microbiological and Biomedical Laboratories published by the U.S. Department of
<br />Health and Human Services Centers for Disease Control and National Institutes of Health (CDC/NIH) in effect
<br />at the time of use permit application. BSL 3 & 4 are prohibited in the DTPP.
<br />a. A Research and Development, Laboratory use located within the same building as a proposed or existing
<br />sensitive receptor use(s), shall be separated (horizontally and vertically) by at least one (1) floor level from
<br />such sensitive receptor use(s) or similar use(s) as determined by the Planning Manager/Designee. A “sensitive
<br />receptor use” means facilities or land uses that include members of the population that are sensitive to the
<br />effects of air pollutants, such as children, the elderly and people with illnesses. Examples include, but are not
<br />limited to, child care facilities, recreational facilities, medical facilities, places of assembly, schools, and/or
<br />senior care facilities.
<br />b. Residential uses shall be prohibited in the same building as a Research and Development, Laboratory use.
<br />B) A preliminary Biosafety Plan shall be prepared in accordance with California Code of Regulations, Title 8,
<br />Division 1, Chapter 4, Subchapter 7, Group 16, Article 109, Section 5199(f)(4) and submitted with the entitlement
<br />application submitted to the Planning Manager/Designee. A final Biosafety Plan shall be submitted to the
<br />Planning Manager/Designee prior to issuance of building permit.
<br />C) A preliminary Evacuation Plan shall be prepared and submitted with the entitlements application and submitted
<br />to the Planning Manager/Designee. A final Evacuation Plan shall be submitted to the Planning Manager/Designee
<br />prior to issuance of a building permit.
<br />D) A Medical Waste Management Plan shall be prepared in accordance with the San Mateo County Medical
<br />Waste Program that includes types and amounts of medical waste activities, types of treatment, regulated off-site
<br />transporter information, back-up offsite regulated off-site transporter information, treatment of waste
<br />pharmaceuticals, and similar requirements with the entitlement application and submitted to the Planning
<br />Manager/Designee. A final Medical Waste Management Plan shall be submitted to the Planning
<br />Manager/Designee prior to issuance of building permit.
<br />E) A Condition of Approval for any Use Permit shall be that the Redwood City Community Development and
<br />Transportation Department, Fire Department, and all required external local, regional, state or federal agencies,
<br />review and approve or conditionally approve the Use Permit and related safety plans (including the Biosafety
<br />Plan, Evacuation Plan, and Medical Waste Management Plan). Compliance with this requirement shall be verified
<br />by the Planning Manager/Designee prior to issuance of building permit or Certificate of Occupancy.
<br />F) All operations, including storage, shall be located inside a building to reduce noise, vibration, odor, glare, or
<br />dust impacts on the surrounding area or sensitive receptors.
<br />a. Emergency generators may be placed outside the building, but must be screened from view and comply
<br />with Redwood City’s Noise Ordinance. Any routine testing of emergency generators shall be conducted
<br />between the hours of eight (8) a.m. to six (6) p.m. Monday through Friday.
<br />b. All building mechanical equipment shall be screened from public view and the materials used to screen
<br />shall relate to the building’s design and massing.
