ATTY/RESO.0033/CC RESO CC RESO ADOPTING AMENDMENT T0 DTPP (901 EL CAMINO REAL) <br />REV: 04-22-25 VR <br />Page 1 of 8 <br />RESOLUTION NO. 16300 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDWOOD <br />CITY ADOPTING AN AMENDMENT TO THE DOWNTOWN PRECISE <br />PLAN FOR THE 901 EL CAMINO REAL PROJECT <br />WHEREAS, El Camino Real Holdings JV (“Applicant”), submitted a planning <br />application for a development project located at 901 El Camino Real consisting of a 6- <br />story, 92-feet tall, approximately 305,225 square foot mixed-use office building with <br />Research and Development, Laboratory uses (“R&D, Lab”), an approximately a 6,450 <br />square foot Teen Center/Multi-Purpose space, an approximately 3,900 square foot public <br />plaza, and an approximately 10,150 square foot passive creek open space on private <br />property (the “Project”); and <br />WHEREAS, the Project site has a General Plan Land Use designation of Mixed <br />Use – Downtown, located within a Planned Community (“P-Downtown”) Zoning District, <br />and is located in the Redwood City Downtown Precise Plan (“DTPP”) Downtown General <br />Use Regulation Zone; and <br />WHEREAS, on January 24, 2011, the City Council of Redwood City adopted <br />Resolution 15086, certifying the Final Environmental Impact Report for the Redwood City <br />Downtown Precise Plan (“DTPP EIR”, State Clearinghouse #2006052027), and adopted <br />California Environmental Quality Act (“CEQA”) Findings of Fact, a Statement of <br />Overriding Considerations, and a Mitigation Monitoring and Reporting Program <br />(“MMRP”), and amendments to the General Plan to ensure consistency between the <br />DTPP and the General Plan; and <br />WHEREAS, in March 2020, the Applicant submitted a Project proposal for 901 El <br />Camino Real for consideration of General Plan Amendments as part of the City of <br />Redwood City implementation of a one-time process to evaluate multiple pending General <br />Plan Amendments initiation requests which are necessary because the Maximum <br />Allowable Development cap for office has been reached in the DTPP area (“Gatekeeper <br />Project”); and <br />WHEREAS, on October 12, 2020, the City Council adopted Resolution 15897 and <br />initiated General Plan Amendment proceedings for 901 El Camino Real as one of the six <br />Gatekeeper Projects located within the DTPP and also to require a DTPP Amendment; <br />and <br />WHEREAS, the Project would develop additional office space within the downtown <br />and General Plan and DTPP Amendments are required by the DTPP to increase the <br />Maximum Allowable Development office capacity; and <br />WHEREAS, after the initiation, the Applicant proposed revisions to the Project <br />including an off-site land donation to and a partnership with an affordable housing <br />developer (“Abode Communities”) to facilitate development of an affordable housing <br />project, a land exchange with the Corridor Joint Powers Board (“JPB”), a request for a
