ATTY/RESO.0033/CC RESO CC RESO ADOPTING AMENDMENT T0 DTPP (901 EL CAMINO REAL) <br />REV: 04-22-25 VR <br />Page 3 of 8 <br />tenants within a 300-foot radius of the Project site and was published in the San Mateo <br />Daily Journal; and <br /> <br />WHEREAS, on April 15, 2025, the Planning Commission held a duty noticed public <br />hearing as required by state law, Redwood City Zoning Code Article 52.5, and Redwood <br />City Municipal Code Section 18.62 to review and forward a recommendation to the City <br />Council on the CEQA 15183 Consistency Checklist (“CEQA Consistency Checklist”); <br />General Plan and DTPP Amendments; Affordable Housing Plan, Land Donation, and <br />Land Donation Agreement; a Downtown Planned Community Permit, a Use Permit, a <br />Planned Development Permit, and Vesting Tentative Map, subject to Conditions of <br />Approval; and the Development Agreement; and <br /> <br />WHEREAS, after the public hearing, the Planning Commission considered the <br />staff report and the application materials, including without limitation the EIR, SEIR, <br />Consistency Checklist, Development Agreement, Tentative Parcel Map, and all other <br />documents, reports, studies, memoranda, maps, oral and written testimony, and materials <br />in the City’s file for the applications and the Project, and all adopted City planning <br />documents relating to the Project and the property including the City’s General Plan, <br />DTPP, Municipal Code, Zoning Ordinance, and other applicable City laws and <br />regulations, and all associated approved and certified environmental documents (which, <br />along with the Water Supply Assessment and Relocation Plan is collectively, referred to <br />as the “Record”) for the Project; and <br /> <br />WHEREAS, the Planning Commission determined that the increase of the DTPP <br />Maximum Allowable Development office capacity via the General Plan and DTPP <br />Amendments was previously studied and cleared under the DTPP SEIR and is consistent <br />with and would further the purpose of and appropriately implement the General Plan and <br />DTPP goals, policies, development Standards and Guidelines, and all other applicable <br />provisions of the Redwood City Municipal Code and Zoning Ordinance; and <br /> <br />WHEREAS, the Planning Commission desired to recommend that the City Council <br />approve the CEQA Consistency Checklist and Project by approving General Plan <br />Amendment; DTPP Amendment; Vesting Tentative Parcel Map, Downtown Planned <br />Community Permit, Use Permit, a Planned Development Permit, subject to Conditions of <br />Approval; an Affordable Housing Plan, Affordable Housing Partner, Land Donation and <br />Land Donation Agreement; and a Development Agreement; and <br /> <br />WHEREAS, the Planning Commission determined that the increase of the DTPP <br />Maximum Allowable Development office capacity via the General Plan and was <br />consistent with and would further the purpose of and appropriately implement the General <br />Plan and DTPP goals, policies, development standards and guidelines, and all other <br />applicable provisions of the Redwood City Municipal Code and Zoning Ordinance; and <br /> <br />WHEREAS, the Planning Commission further adopted Resolution No. 25-02 by a <br />vote of 5-0 recommending that the City Council approve the CEQA Consistency <br />Checklist, the Project Approvals, including the General Plan and DTPP Amendments; and
