Downtown Precise Plan Amendment Findings. Based on the facts <br />and evidence in the Record, the City Council, in the excise of its independent judgement, <br />finds: <br />a. The Project DTPP Maximum Allowable Development (MAD) Amendments are <br />consistent with the goals and policies of the DTPP (as amended), the prescribed <br />process for increasing the MAD, and appropriately implements the DTPP’s vision <br />for the land use designations in the DTPP as a mixed-use office development is <br />permitted in this area of the DTPP, and R&D Lab uses are conditionally permitted. <br />The Amendments will allow a Project that meets all DTPP Standards and <br />Guidelines, subject to Standards exceptions that the Project is eligible for and <br />Guideline deviations that were found appropriate to the building design. <br /> <br />In addition, increasing the office capacity in the DTPP for this Project would allow <br />for a new mixed-use development on the El Camino Corridor replacing <br />underutilized auto-oriented commercial uses and parking. The Project would <br />create additional jobs in Redwood City’s downtown contributing to making the <br />downtown the premier urban location for business, dining, living, and <br />entertainment. The Project would also further strengthen pedestrian, transit and <br />bicycle connections by improving the pedestrian experience with streetscape <br />improvements and open space, providing new bike lanes, and be located within <br />walking distance of high quality transit. <br /> <br />b. The Project DTPP amendments are limited to an increase in the Maximum <br />Allowable Development office cap and will not create conditions that would be <br />detrimental to the public health, safety, or general welfare. These amendments <br />would instead enhance the DTPP area by promoting planned, transit-oriented <br />development, including increased office, community space, and public open space <br />consistent with the vision of the General Plan and the DTPP. The Project would <br />reconfigure and redevelop an underutilized property located at a key intersection <br />in Redwood City’s downtown, consistent with the community’s goals for revitalizing <br />the area. The development would be required to comply with all applicable code <br />requirements for building and fire safety and to mitigate environmental impacts to <br />the extent feasible. <br /> <br />Section 5. The City Council hereby approves and adopts the Downtown Precise <br />Plan Amendment as provided in Exhibit A, attached hereto and incorporated herein by <br />reference, to add text shown in underline (example) and delete text shown in strikeout <br />(example). Working in brackets ([example]) is informational only and is not be included in <br />the published Downtown Precise Plan. <br /> <br />Section 6. This Resolution shall be effective upon the effective date of the DTPP <br />Amendment and Development Agreement Ordinance. In the event that the DTPP
