ATTY/RESO.0034/CC RESO APPROVING PROJECT (901 EL CAMINO REAL) <br />REV: 04-22-25 VR <br />Page 4 of 17 <br />WHEREAS, the City may accept the Affordable Site with existing improvements <br />and tenants, so long as the Applicant takes all necessary steps to avoid impacts on <br />residents of existing residential structures; and <br /> <br />WHEREAS, the Shasta Street Homes Project Relocation Plan (“Relocation Plan”), <br />attached hereto as Exhibit 4, has been prepared and available to the tenants to be <br />displaced since February 28, 2025; and <br /> <br />WHEREAS, the Relocation Plan meets the requirements of local and state law and <br />demonstrates that: (i) fair and reasonable relocation payments will be provided to <br />displacees; (ii) displacees will be provided with relocation assistance that is compliant <br />with local and state law; and (iii) comparable replacement dwellings will be available to <br />the residential households to be displaced; and <br /> <br />WHEREAS, the Applicant and the City have negotiated a Development <br />Agreement, which includes the Applicant’s voluntarily offered community benefits that <br />exceed the standard development requirements as specified in the Community Benefits <br />Analysis by Economic Planning Systems, and which shall be concurrently considered <br />herein with the General Plan and DTPP Amendments, land use permits, and affordable <br />housing plan (“Development Agreement Ordinance”); and <br /> <br />WHEREAS, on May 2, 2024, the Architectural Advisory Committee (“AAC”) of the <br />City of Redwood City held a public hearing to consider the Project, and unanimously <br />recommended the Planning Commission approve the Project with the DTPP Guideline <br />deviations requested; and <br /> <br />WHEREAS, on January 23, 2025, the Historic Resources Advisory Committee <br />(HRAC) of the City of Redwood City held a public hearing on the potential Project impacts <br />to the adjacent Sequoia High School Historic District and adopted a resolution finding that <br />the Project would not cause substantial adverse impacts to the adjacent historic district; <br />and <br /> <br />WHEREAS, on March 6, 2025, more than 20 days prior to the date of the Planning <br />Commission hearing, a public notice of the Project was sent to property owners and <br />tenants within a 300-foot radius of the Project site and was published in the San Mateo <br />Daily Journal; and <br /> <br />WHEREAS, on April 15, 2025, the Planning Commission held a duly noticed public <br />hearing as required by state law, Redwood City Zoning Ordinance Section 52.5, and <br />Redwood City Municipal Code Section 18.62 and adopted Resolution No. 25-02 by a vote <br />of 5-0 recommending the City Council approve the CEQA Guidelines Section 15183 <br />Consistency Checklist (“CEQA Consistency Checklist”); General Plan and DTPP <br />Amendments; Vesting Tentative Parcel Map, Downtown Planned Community Permit, Use <br />Permit, and Planned Development Permit subject to Conditions of Approval, an <br />Affordable Housing Plan, Land Donation, and Land Donation Agreement; and the <br />Development Agreement; and
