This project
requires a three-way property exchange between the City, the Peninsula Corridor Joint Powers
Board (“Caltrain”), and El Camino Real Holdings JV LLC (“The Minkoff Group/Kenson Ventures”).
The Caltrain Board of Directors approved the exchange last September, and an agreement
between Caltrain and The Minkoff Group/Kenson Ventures was exe cuted in February.

Caltrain provides rail service from San Francisco to San Jose, with commute service to Gilroy.
Serving the region since 1863, Caltrain is the oldest continually operating rail system west of the
Mississippi. Caltrain successfully completed the electrification of the corridor between San
Francisco and San Jose in September of 2024, marking a major milestone that reduced diesel
emissions, expanded service, and advanced the agency’s equity goals.

This property exchange will assist in realizing the vision of the Redwood City Transit District and
Downtown Precise Plan by creating a more efficient street grid and enabling additional transit -
oriented development (TOD) near the station. It will create a more regularly shaped parcel for
future Caltrain TOD directly adjacent to the station, at no cost to Caltrain. In addition, ownership of
additional property near the tracks may help to facilitate the planned rail grade separation project.

We appreciate Redwood City’s commitment to TOD and promoting access to transit on the
Peninsula. Thank you for your consideration.
