Waived the first reading and introduced an ordinance approving the Development Agreement <br />between the City of Redwood City and El Camino Real Holdings JV (901 El Camino Real). <br />The City Council approved each of the above items with a vote of 7-0 and the April 28, 2025 staff report <br />describes the project and Development Agreement in detail. The City Council introduced the <br />Development Agreement ordinance as recommended by the Planning Commission without revisions. <br />Mayor Gee, at the time, created an ad hoc committee to guide staff in drafting the Development <br />Agreement for the 901 El Camino Real Project. As the work of the 901 El Camino Real Ad Hoc Committee <br />has been completed, this ad hoc committee was disbanded. <br />FISCAL IMPACT <br />The Project applicant has entered into a reimbursement agreement with the City. Staff and all consultant <br />time spent on the Project is charged to the applicant. In addition to the voluntary monetary contributions <br />and other Community Benefits included in the Development Agreement, staff anticipate the new <br />development associated with the Project could lead to increased sales and property tax revenue to the <br />City over time. <br />ENVIRONMENTAL REVIEW <br />This Project is exempt from further environmental review pursuant to CEQA Guidelines Section 15183. <br />CEQA Guidelines Section 15183 provides for streamlined environmental review for Projects that are <br />consistent with the development density established by existing zoning, community plan or General Plan <br />Policies for which an Environmental Impact Report (“EIR”) was certified, except as might be necessary to <br />examine whether there are project-specific significant effects which are peculiar to the project or its site. <br />A CEQA Consistency Checklist, dated April 1, 2025, was prepared in accordance with CEQA Guidelines <br />Section 15183 in connection with both the 901 El Camino Real and 920 Shasta Projects to determine <br />whether further environmental review beyond that which was provided by the Redwood City Downtown <br />Precise Plan EIR (Resolution No. 15086) (“DTPP EIR”) and the DTPP Plan Wide Amendments Subsequent <br />EIR (Resolution No. 16153) (“DTPP SEIR”) (from here on, collectively referred to as the “EIR/SEIR”) was <br />necessary for the 901 El Camino Real Project in light of the Project level information now available. The <br />CEQA Consistency Check determined that: (1) no peculiar impacts to the 901 El Camino Real Project <br />component or its site have been identified; (2) there are no potentially significant effects that were not <br />analyzed in the prior EIR/SEIR; (3) there are no significant off-site and/or cumulative impacts which were <br />not discussed by the EIR/SEIR; (4) no substantial new information has been identified which results in an <br />impact which is more severe than anticipated by the EIR/SEIR; and, (5) the Project applicant will undertake <br />feasible mitigation measures specified in the EIR/SEIR to mitigate Project-related significant impacts. The <br />mitigation measures have been included in the Project as part of the approved Conditions of Approval. <br />As such, the Project is exempt from further environmental review pursuant to CEQA Guidelines Section <br />15183.
