ATTY/ORD.0002/CC ORD APPROVING DEVELOPMENT AGREEMENT (901 EL CAMINO REAL) REV: 04-23-25 VR Page 1 of 6 ORDINANCE NO. ______ AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF REDWOOD CITY APPROVING THE DEVELOPMENT AGREEMENT BETWEEN THE CITY OF REDWOOD CITY AND EL CAMINO REAL HOLDINGS JV (901 EL CAMINO REAL) WHEREAS, El Camino Real Holdings JV (“Applicant”), submitted a planning application for a development project located at 901 El Camino Real consisting of a 6- story, 92-feet tall, approximately 305,225 square foot mixed-use office building with Research and Development, Laboratory uses (“R&D, Lab“), an approximately a 6,450 square foot Teen Center/Multi-Purpose space, an approximately 3,900 square foot public plaza, and an approximately 10,150 square foot passive creek open space on private property (the “Project”); and WHEREAS, Government Code Sections 65864 through 68569.5 provide the statutory authority for development agreements between municipalities and owners of real property; and WHEREAS, on January 24, 2011, the City Council of Redwood City adopted Resolution 15086, certifying the Final Environmental Impact Report for the Redwood City Downtown Precise Plan (“DTPP EIR”, State Clearinghouse #2006052027), and adopted California Environmental Quality Act (“CEQA”) Findings of Fact, a Statement of Overriding Considerations, and a Mitigation Monitoring and Reporting Program (“MMRP), and amendments to the General Plan to ensure consistency between the DTPP and the General Plan; and WHEREAS, in March 2020, the Applicant submitted a Project proposal for 901 El Camino Real for consideration of General Plan Amendments as part of the City of Redwood City implementation of a one-time process to evaluate multiple pending General Plan Amendments initiation requests which are necessary because the Maximum Allowable Development cap for office has been reached in the DTPP area (“Gatekeeper Project”); and WHEREAS, on October 12, 2020, the City Council adopted Resolution 15897 and initiated General Plan Amendment proceedings for 901 El Camino Real as one of the six Gatekeeper Projects located within the DTPP and also to require a DTPP Amendment; and WHEREAS, after the initiation, the Applicant proposed revisions to the project including an off-site land donation to and a partnership with an affordable housing developer (“Abode”) to facilitate development of an affordable housing project, a land exchange with the Corridor Joint Powers Board (JPB), a request for a right-of-way vacation to create larger development site, and an increase to the proposed office square footage; and 6.C. - Page 4 of 345 112
