Page 1 of 5 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org <br />STAFF REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />DATE: April 28, 2025 <br />SUBJECT <br />Modifications to the Police Advisory Committee (PAC) ordinance to align with other boards, commissions, <br />and committees by reducing the number of members from 11 to 7, with staggered four-year terms, and <br />appointing all seats by majority vote of the full City Council, as recommended by the Governance Sub- <br />Committee <br />RECOMMENDATION <br />Waive the first reading and introduce Ordinance Amending Section 2.114 (Police Advisory Committee) of <br />Chapter 2, Article IX of the Redwood City Municipal Code to Reduce the Number of Seats, Modify the <br />Manner in which Members are Appointed, as recommended by the Governance Sub-Committee. <br />STRATEGIC INITIATIVE <br />Excellence in Government Operations <br />BACKGROUND <br />Amid local protests for racial justice and policing reform in 2020, Council created an Ad Hoc Committee <br />on Policing. During the summer and autumn of 2020, City staff and the Ad Hoc Committee conducted <br />research and community engagement through a variety of actions summarized in the graphic below. <br />The Ad Hoc Committee reviewed a rapid research project developed by Stanford University’s Bill Lane <br />Center for the American West on police oversight models that included recommendations on effective <br />structures, policies, and practices that could be implemented in the short- to medium-term in the <br />suburban cities of the San Francisco Peninsula. After consideration of the research and community input, <br />the Ad Hoc Committee recommended that the City Council create the Police Advisory Committee and the <br />City Council Equity and Social Justice Sub-Committee. <br />6.D. - Page 4 of 11 <br />457
