Sanitary sewer treatment and disposal costs, as well as <br />debt service payments, are funded through the sanitary sewer enterprise funds. Similarly, water costs <br />historically include purchasing wholesale water and the capital needs of the water enterprise funds. The <br />City’s water enterprise funds are used for both potable water and recycled water. Capacity fees charged <br />to new developments fund existing and future infrastructure to serve the anticipated, associated increase <br />in system capacity and treatment requirements. <br />Stormwater Utility <br />In contrast, the City’s stormwater system does not have a dedicated enterprise funding source for <br />operating or capital costs leading to competition for General Fund resources between infrastructure and <br />service costs of the stormwater system. To address this, it would be in the City’s best interest to consider <br />establishing an enterprise fund with dedicated funding for stormwater. A Stormwater Roadmap will be <br />presented to the City Council later this year, during which potential funding source options will be <br />discussed. Some cities have established a stormwater fee to help fund stormwater improvements; the <br />City may also consider establishing special infrastructure districts funded by property owners. <br />ENVIRONMENTAL REVIEW <br />This activity is not a project under California Environmental Quality Act (CEQA) as defined in CEQA <br />Guidelines, section 15378, because it has no potential for resulting in either a direct or reasonably <br />foreseeable indirect physical change in the environment. <br />PUBLIC NOTICE <br />Public notification was achieved by posting the agenda, with the agenda items being listed, at least 72 <br />hours prior to the meeting. <br />ALTERNATIVES <br />The City Council may provide feedback to staff during this study session regarding the City’s long-range <br />utility plans. <br />ATTACHMENTS <br />None. <br />9.A. - Page 19 of 20 <br />504
