Non-refundable 50 percent discount option for gas and 10-year refundable advance option for <br />electric. - $407,093 <br />Staff recommends payment option 2 (non-refundable 50 percent discount option for gas and electric) <br />because it offers the lowest guaranteed upfront cost. Further, the PG&E representative for the project <br />explained that options 1 (10-year refundable option for gas and electric) and 3 (10-year refundable <br />advance option for gas and non-refundable 50 percent discount option for electric) are not applicable, <br />because the Bradford Storm Drainage Pump Station does not use gas service. Option 4 does not guarantee <br />the City will receive future credit for the net difference. <br />To proceed with the provision of electrical service for the future upgraded pump station, the City must <br />pay the invoice amount. Staff recommends paying $210,884 under option 2. PG&E will upgrade their <br />infrastructure to provide electrical service adequate for the future upgraded pump station. <br />FISCAL IMPACT <br />Funds are available from Stormwater Pump Station Rehabilitation Program (83171) for the Bradford <br />Storm Drainage Improvement Project proposed amendment amount and PG&E invoice. The available <br />balance is $7,065,000 as of April 21, 2025. <br />ENVIRONMENTAL REVIEW <br />The payment for Gas and Electric Extension Agreement Invoice with Pacific Gas & Electric is not a “project” <br />as defined by California Environmental Quality Act (CEQA) Guidelines because this is a government fiscal <br />activity which does not involve any commitment to a specific project as the approval of the payment does <br />not constitute approval of the Bradford Storm Drainage Pump Station Improvement Project. The Bradford <br />Storm Drainage Pump Station Improvement Project is subject to separate environmental review under <br />CEQA and CEQA is required to be completed before approval of the Bradford Storm Drainage Pump <br />Station Improvement Project and electrical service is upgraded. <br />PUBLIC NOTICE <br />Public notification was achieved by posting the agenda, with the agenda items being listed, at least 72 <br />hours prior to the meeting. <br />6.A. - Page 3 of 13 <br />7
