<br />6.28 <br />Page 1 <br /> <br />REPORT <br /> <br />To the Honorable Mayor and City Council <br />From the Ci Mana er <br /> <br />December 7, 2009 <br /> <br />SUBJECT <br />Final Acceptance - EI Camino Real Sewer and Water Main Replacement Project <br />(Roosevelt Avenue to Lincoln Avenue) <br /> <br />RECOMMENDATION <br />Accept, by motion, the EI Camino Real Sewer and Water Main Replacement Project <br />(Roosevelt Avenue to Lincoln Avenue) and authorize the release of bonds and the <br />retention according to city procedures. <br /> <br />BACKGROUND <br />On June 22, 2009, Council awarded the construction contract for the EI Camino Real <br />Sewer and Water Main Replacement Project (Roosevelt Avenue to Lincoln Avenue) to <br />Casey Construction, Inc. The work for this project included replacement of the water <br />and sewer pipelines located in the sidewalk area. The project improved the reliability <br />and performance of water and sewer systems for area residents and businesses. To <br />facilitate construction, electrical service provided by Pacific Gas and Electric (PG&E) <br />was relocated. The entire sidewalk within the project area was also replaced. <br /> <br />The project was awarded on June 22, 2009 for a base bid of $231,889.00. Construction <br />began in August, 2009. The project was successfully completed in accordance with the <br />plans and specifications. Eight (8) change orders totaling $14,927.00 were issued. The <br />final contract amount is $246,816.00 which is 6.4% more than the initially awarded <br />contract amount. Change orders resulted from unexpected conditions encountered <br />during construction. Unanticipated work included changes to the water and sewer pipe <br />alignments and connections, changes to the electrical conduit pipe material per PG&E <br />recommendation, and conflicting utilities. These work items generated an additional <br />expense of $14,927.00. Additional cost resulting from PG&E's recommendation will be <br />reimbursed by PG&E. <br /> <br />AL TERNA TIVES <br />Council may choose not to accept the project and/or not to authorize the release of <br />bonds and retention which would be contrary to the terms of the contract, prior Council <br />action, and the public contracting code. <br /> <br />FISCAL IMPACT <br />Funding for this construction agreement has been previously approved and <br />appropriated as Sewer Fund Capital Projects, Collection System Replacement with an <br />available balance of $1,251,494.37 and the Water Fund Capital Projects, Distribution <br />System Replacement Program with an available balance of $536,819.01. Project <br />balances quoted are as of October 31, 2009. <br />
