<br />REPORT <br /> <br />6.3A <br />age 1 <br /> <br />To the Honorable Mayor and City Council <br />From the Ci Mana er <br /> <br />December 7,2009 <br /> <br />SUBJECT <br />Water Connection and Service - 999 Godetia Drive, Town of Woodside, CA. <br /> <br />RECOMMENDA liON <br />Approve, by resolution, a request to the Local Agency Formation Commission (LAFCo) <br />for extension of water service outside jurisdictional boundaries to 999 Godetia Drive, <br />Town of Woodside, pursuant to Government Code Section 56133. <br /> <br />BACKGROUND <br />The property at 999 Godetia Drive (APN 068-302-070 and 068-302-080) is a vacant lot <br />located outside the Redwood City's jurisdictional boundaries and sphere of influence, <br />but within the city's water service area. The owner of the parcel has applied to the <br />Town of Woodside for approval to construct a new single family home. The proposed <br />development requires a new water connection and service from City of Redwood City. <br />There is an existing 2-inch water main at the frontage of the property. Approval of the <br />proposed residence requires the property owner to replace the existing 2-inch water <br />main with an a-inch water main from the existing 8-inch water main on Jefferson <br />Avenue extending across their property frontage on Godetia Drive. The property owner <br />is in the process of applying to the city for the permit to allow this work. <br /> <br />The extension of water service outside jurisdictional boundaries is not a common <br />occurrence. The infrequent addition of a residential connection is not anticipated to <br />have any significant impact on the city's total water allotment. <br /> <br />Staff recommends that the city request LAFCo's approval to extend water service <br />outside jurisdictional boundaries to 999 Godetia Drive pursuant to Government Code <br />Section 56133. LAFCo requires Council approval, by resolution, of requests that the <br />city makes to LAFCo for extensions of service. The proposed water service extension <br />will provide water connection and service to the proposed single family residence at 999 <br />Godetia Drive. Service extension includes the installation of a new fire hydrant. <br />Extension of service is subject to the following conditions and fees. <br />1. LAFCo approval of the application for the proposed extension of water service; <br />2. Property owner's payment of the city's water service annexation fees when request <br />is made for service extension; <br />3. Property owner's payment of LAFCo fees; <br />4. Property owner's payment for all expenses related to processing, constructing, and <br />connection of the proposed a-inch water main and fire hydrant. <br />5. After approval of the construction drawings by the San Mateo County Building <br />Department and upon application for new water service, property owner's payment <br />of all applicable Redwood City fees, including connection fees and construction <br />costs associated with providing proposed water service extension. <br />
