<br />6.4A <br />Page 2 <br /> <br />Although the new state law imposes a total surcharge of $4.50, the proposed ordinance <br />increases parking fines whole dollar amounts due to the manner in which unpaid <br />parking citation fines are collected. These fines become attached to vehicle registration <br />fees which are collected by the California Department of Motor Vehicles (DMV). Under <br />California Vehicle Code sections 1678 and 1685, the DMV can only accept whole dollar <br />amounts for collection. <br /> <br />An increase of $10.00 per violation will offset the $4.50 in State surcharges and result in <br />an increase of $5.50 in net revenue per citation. Based on the approximately 16,000 <br />parking citations issued by Redwood City Police Department personnel in FY 08/09, this <br />could result in additional annual revenue of approximately $88,000. The recommended <br />increase of $10.00 per violation will adjust the City's parking fines more closely to those <br />set by our surrounding cities. <br /> <br />It should be noted that this increase in parking fines does not increase the existing <br />parking meter rates. The increase will only affect those persons who receive a parking <br />citation for violations of the parking regulations set by the Municipal Code, California <br />Vehicle Code, and Uniform Fire Code. <br /> <br />ALTERNATIVES <br />1. City Council could choose to increase parking violation fine amounts by $15.00 per <br />violation to both off-set the total surcharge imposed by the State of California, and to <br />align with the fines imposed by other cities within San Mateo County. Selection of this <br />alternative could generate approximately $168,000 annually in additional revenue above <br />the amount necessary to offset State surcharges. <br /> <br />2. City Council could choose to take no action, which would result in the City receiving <br />less revenue from parking fines as the state diverts a $4.50 surcharge for each parking <br />violation issued.
