City is
sponsoring the Non-Profit to reach and serve an initial 50 essential and service workers who live
or work in Redwood City. Non-Profit will collaborate with service provider Good Karma Bikes on
acquiring and maintaining a supply of high-quality e-bikes, and will coordinate with local
electricity provider Peninsula Clean Energy on connecting the essential workforce to e-bike
purchase subsidies and lease programs to transition participants to their own e-bikes – thereby
freeing up loaner e-bikes for additional workers. Shifting commuters from cars to e-bikes can
thereby improve the level of service at major intersections, cut VMT and reduce congestion on the
highways and major arterials.
Scope of Work Schedule:
Begin End _
Purchasing Equipment/ebikes 07/25 11/25
Outreach 04/25 09/25
Program launch 08/25 12/27
Mid-cycle maintenance 09/26 10/26
One-year operation close-out 10/26 N/A
ATTY/AGR.2025.051/Funding Agreement with San Mateo County Transportation Authority (Essential Wheels) (Page 15 of 19)
