The Project will revise the General Plan and DTPP Maximum <br />Allowable Development office cap consistent with the amount of office <br />development previously analyzed by the DTPP SEIR. <br />3.The Project DTPP Maximum Allowable Development (MAD) <br />Amendments are consistent with the goals and policies of the DTPP (as <br />amended), the prescribed process for increasing the MAD, and <br />appropriately implements the DTPP’s vision for the land use designations <br />in the DTPP as a mixed-use office development is permitted in this area of <br />the DTPP, and R&D Lab uses are conditionally permitted. The Amendments <br />will allow a Project that meets all DTPP Standards and Guidelines, subject <br />to Standards exceptions that the project is eligible for and Guideline <br />deviations that were found appropriate to the building design. <br />In addition, increasing the office capacity in the DTPP for this project would <br />allow for a new mixed-use development on the El Camino Corridor replacing <br />underutilized auto-oriented commercial uses and parking. The Project <br />would create additional jobs in Redwood City’s downtown contributing to <br />making the downtown the premier urban location for business, dining, living, <br />and entertainment. The Project would also further strengthen pedestrian, <br />transit and bicycle connections by improving the pedestrian experience with <br />streetscape improvements and open space, providing new bike lanes, and <br />be located within walking distance of high quality transit. <br />4.The Project DTPP amendments are limited to an increase in the <br />Maximum Allowable Development office cap and will not create conditions <br />that would be detrimental to the public health, safety, or general welfare. <br />These amendments would instead enhance the DTPP area by promoting <br />planned, transit-oriented development, including increased office, <br />community space, and public open space consistent with the vision of the <br />General Plan and the DTPP. The Project would reconfigure and redevelop <br />an underutilized property located at a key intersection in Redwood City’s <br />downtown, consistent with the community’s goals for revitalizing the area. <br />The development would be required to comply with all applicable code <br />requirements for building and fire safety and to mitigate environmental <br />impacts to the extent feasible. <br />Further, the Development Agreement provides for the construction of ninety-nine <br />(99) deed-restricted affordable units to be constructed at the Affordable Site. This <br />is consistent with General Plan Goal H-2 that seeks to protect and increase the <br />supply of affordable housing, both deed restricted and unsubsidized affordable <br />units.
