That the City Council endorses the nomination of the Bair Island and
Westpoint Slough PCA as a Priority Conservation Area to be adopted by the Association
of Bay Area Governments, recognizing its regional and local significance; and

2. That City staff are authorized to complete and submit the required PCA
nomination form and any supporting materials to MTC/ABAG; and

3. That the City Manager is authorized to take any other actions necessary to
give effect to this resolution; and

4. That the above actions are not a project under California Environmental
Quality Act (CEQA) as defined in CEQA Guidelines, section 15378, because they have
no potential for resulting in either a direct or reasonably foreseeable indirect physical
change in the environment. The proposed actions are administrative and do not authorize
any construction or other activities that would impact the environment; and

5. That the resolution shall go into effect immediately.

* * *
