Adopt a resolution approving the Program Year 2025 Annual Action Plan and application for CDBG
and HOME funds; certifying that the City has followed its adopted Community Participation Plan; and
authorizing the execution and filing of all documents pertaining thereto; and
2. By motion, authorize the City Manager to execute funding agreements with the organizations
identified in the Program Year 2025 Annual Action Plan.
STRATEGIC PLAN GUIDING PRINCIPLE
Housing
BACKGROUND
As a condition of receiving CDBG and HOME funds from the U.S. Department of Housing and Urban
Development (HUD), the City must prepare a five-year Consolidated Plan (Con Plan). The Con Plan is a
strategic policy document that provides priorities and strategies for meeting the needs of low-income
community members over a five-year period. The 2023-2027 Con Plan and First Amendment to the Con
Plan covers the period of July 1, 2023 to June 30, 2028.
The Con Plan is carried out through Annual Action Plans, which provide a concise summary of the actions,
activities, and the specific federal and non-federal resources that will be used each year to address the
priority needs and specific goals identified by the Con Plan. In Redwood City, the Annual Action consists
of funding recommendations made by the Housing and Human Concerns Committee (HHCC) for approval
by the City Council each year.
7.A. - Page 1 of 189
205
