Adopt a resolution approving the Program Year 2025 Annual Action Plan and application for CDBG <br />and HOME funds; certifying that the City has followed its adopted Community Participation Plan; and <br />authorizing the execution and filing of all documents pertaining thereto; and <br />2. By motion, authorize the City Manager to execute funding agreements with the organizations <br />identified in the Program Year 2025 Annual Action Plan. <br />STRATEGIC PLAN GUIDING PRINCIPLE <br />Housing <br />BACKGROUND <br />As a condition of receiving CDBG and HOME funds from the U.S. Department of Housing and Urban <br />Development (HUD), the City must prepare a five-year Consolidated Plan (Con Plan). The Con Plan is a <br />strategic policy document that provides priorities and strategies for meeting the needs of low-income <br />community members over a five-year period. The 2023-2027 Con Plan and First Amendment to the Con <br />Plan covers the period of July 1, 2023 to June 30, 2028. <br />The Con Plan is carried out through Annual Action Plans, which provide a concise summary of the actions, <br />activities, and the specific federal and non-federal resources that will be used each year to address the <br />priority needs and specific goals identified by the Con Plan. In Redwood City, the Annual Action consists <br />of funding recommendations made by the Housing and Human Concerns Committee (HHCC) for approval <br />by the City Council each year. <br />7.A. - Page 1 of 189 <br />205
