To develop the 2023-2027 Con Plan priorities, the City held several public <br />meetings, conducted a community-wide survey in, and consulted with a wide variety of stakeholders such <br />as local non-profit organizations, other local government, and other departments within the City. For the <br />PY 2025 Action Plan, staff consulted with stakeholders who provided input for the Con Plan to determine <br />whether priorities and goals identified in the Con Plan need to be updated. <br />FISCAL IMPACT <br />Adoption of the PY 2025 Action Plan positions the City to receive $889,241 in new CDBG and HOME <br />entitlement funds to be used directly by the City or through nonprofit organizations. These funds help the <br />City and subrecipients leverage additional funds to support programs and activities that benefit Redwood <br />City residents. There is no impact to the General Fund. <br />ENVIRONMENTAL REVIEW <br />All of the activities proposed for funding have been determined to be exempt, categorically excluded, or <br />have a finding of no significant impact under the National Environmental Protection Act (NEPA) or will be <br />subject to further reviews when specific sites and detailed project descriptions are determined. <br />Approval of the PY 2025 Action Plan is not considered a project under California Environmental Quality <br />Act (CEQA) Guidelines Section 15378, as it is a funding mechanism that does not involve a commitment <br />to specific projects that may result in a potentially significant physical impact on the environment. Upon <br />City Council approval of the PY 2025 Action Plan, the City will record a Notice of Exemption with the San <br />Mateo County Recorder for administration of the CDBG and HOME funding programs pursuant to CEQA <br />regulations. <br />PUBLIC NOTICE <br />The City has met the requirements of its Community Participation Plan through the following actions: <br />• The HHCC held a public hearing on March 25 2025 to receive public feedback and make funding <br />recommendations for the PY 2025 Action Plan. A public hearing notice was published in the San <br />Mateo Daily Journal and on the City’s website on March 14, 2025. <br />• The City is required to provide a 30-day comment period for the PY 2025 Action Plan prior to the <br />review and adoption by the City Council. The City held a public comment period from April 7, 2025 <br />– May 7, 2025. A notice inviting public comment was published in the San Mateo Daily Journal <br />and on the City’s website on April 7, 2025. <br />• A Public Hearing Notice for the June 9, 2025 meeting was published in the San Mateo Daily Journal <br />and on the City’s website on May 30, 2025. The public review period continued to June 9, 2025. <br />At the time of publication, the City has not received any public comments. <br />• Public Notification was achieved by posting the agenda, with the agenda items being listed, at <br />least 72 hours prior to the meeting <br />7.A. - Page 5 of 189 <br />209
