Annual Action Plan <br /> <br />38 <br />OMB Control No: 2506-0117 (exp. 09/30/2021) <br />If appropriate, describe publicly owned land or property located within the jurisdiction that <br />may be used to address the needs identified in the plan <br /> <br />The Fair Oaks Community Center (FOCC) is owned and operated by the City and provides space <br />for several nonprofit organizations to operate their programs. These programs include <br />information and referral programs, homeless coordinated entry intake and referrals, mobile <br />shower and laundry service, home sharing program, older adult activity center, older adult food <br />programs, older adult counseling, childcare and early child development center, English as <br />Second Language (ESL)/citizenship classes, tenant’s rights clinic, mobile health van, services for <br />victims of violent crimes, support groups for al-anon, alcoholics anonymous and narcotics <br />anonymous, translation and forms assistance, conflict resolution center, advice and orientation, <br />homeless food program, counseling and advocacy on domestic violence, crisis intervention and <br />shelter. <br /> <br />In 2021, the City negotiated a land swap of a 2.5-acre parcel at 1469 Maple Street for 2.02 acres <br />of County-owned land at 1580 Maple Street. In 2023, the County completed construction of a <br />new shelter on the 1469 Maple Street site, with 240 individual sleeping units. As part of the <br />property exchange, the County has a 5-year option period to ground lease 1580 Maple from the <br />City. The County issued a request for proposals in July 2022 and selected MidPen Housing to <br />develop the site in August 2022. MidPen’s proposed development for the site includes 108 <br />extremely low-income units plus two managers’ units for a total of 110 units. All 108 units are <br />proposed as permanent supportive housing units for people experiencing homelessness. As of <br />early 2025, MidPen has submitted a planning application. However, the 1580 Maple project is <br />adjacent to market-rate residential development that has substantial infrastructure <br />considerations and has been on hold during the market downturn. The 1580 Maple project is <br />dependent on the infrastructure improvements provided by the market rate project and should <br />move forward soon after the other project does. The market-rate developer recently reached <br />out to the City to let us know they plan to move forward this summer. <br /> <br />Additionally, in PY2022, the City allocated the $4,219,986 of CDBG program income to the <br />Hoover Park improvement project. During PY 2025, the City will continue to make progress <br />towards the project and begin the construction phase of the project. <br /> <br />Discussion <br />7.A. - Page 46 of 189 <br />250
