<br /> Annual Action Plan <br /> <br />61 <br />OMB Control No: 2506-0117 (exp. 09/30/2021) <br />AP-50 Geographic Distribution – 91.220(f) <br />Description of the geographic areas of the entitlement (including areas of low-income and <br />minority concentration) where assistance will be directed <br /> <br />The City will provide programs and services identified in this Plan to households with the <br />greatest need. Therefore, most activities will serve eligible low-income households on a <br />citywide basis and the applicants will apply for assistance on a program-by-program basis. <br />Neighborhood improvements, will be provided within the Census Block Group Areas with the <br />greatest concentrations of low-income households, including R/ECAP neighborhoods identified <br />in the Consolidated Plan. All of the PY 2025 proposed projects will serve low-income <br />households citywide. <br /> <br />Geographic Distribution <br />Target Area Percentage of Funds <br />CityWide 100 <br />Table 8 - Geographic Distribution <br /> <br />Rationale for the priorities for allocating investments geographically <br />The City’s primary strategy for the 2023 to 2027 Consolidated Plan is to reduce the housing cost <br />burden and creating suitable living environments. In making funding decisions, the City will <br />continue to give priority to activities that: <br />x Meet goals of the 2023-2027 Consolidated Plan; <br />x Demonstrate a significance of need; <br />x Serve eligible areas within Redwood City, especially targeting areas with high <br />concentrations of racial and/or ethnic minorities and poverty; <br />x Are eligible projects or programs under HUD rules; and, <br />x Create visual impacts in the neighborhoods, particularly if an infrastructure project. <br /> <br />Discussion <br />The City will provide programs and services identified in this Plan to households with the <br />greatest need. With HOME funds allocated, the City is looking to support an affordable housing <br />project that is shovel-ready and can use funds within the next 12 months. <br /> <br />7.A. - Page 69 of 189 <br />273
