<br /> Annual Action Plan <br /> <br />64 <br />OMB Control No: 2506-0117 (exp. 09/30/2021) <br />AP-60 Public Housing – 91.220(h) <br />Introduction <br />The San Mateo County Department of Housing consists of two divisions: Housing & Community <br />Development (HCD) and the Housing Authority of the County of San Mateo (HACSM). Currently, <br />HACSM does not manage public housing units. The HACSM offers Section 8 Housing Choice <br />Vouchers (HCV), Project Based Vouchers (PBV), as well as Continuum of Care Permanent <br />Supportive Housing (PSH) Certificates, for low-income households. <br />The HCV, PBV, and PSH programs offer subsidy to households that allows Households to rent <br />apartments within the local housing authority’s jurisdiction, where a landlord has agreed to <br />participate in the Rental Subsidy Payments Program. Typically, households will pay up to 30 <br />percent of their gross monthly income towards rent and the vouchers and certificates cover the <br />remaining rental costs. <br />Actions planned during the next year to address the needs to public housing <br />The HACSM’s basic strategy has always remained the same, promoting self-sufficiency and <br />expand housing opportunities for program participants. The HACSM will continue to monitor <br />local lease up rates and utility allowances with the Public Utility Commission, so that the <br />maximum number of households can be served at a reasonable level. <br /> <br />Actions to encourage public housing residents to become more involved in management and <br />participate in homeownership <br />Although HACSM encourages our participants to seek homeownership and to use <br />homeownership education opportunities, provided through the use of HACSM partner <br />workshops, HACSM does not currently offer any direct program or funding for homeownership <br />activities. <br />If the PHA is designated as troubled, describe the manner in which financial assistance will be <br />7.A. - Page 72 of 189 <br />276
