These funds are intended to address the need for <br />housing and supportive services to the City’s homeless population. HOME-ARP funding must primarily benefit <br />qualifying individuals and families who are homeless, at-risk of homelessness, or other vulnerable populations. <br />HOME-ARP Allocation Plan <br />Permanent Local Housing Allocation (PLHA) <br />The Building Homes and Job Act (Senate Bill 2) was enacted in 2017 and created a permanent source of funding for <br />affordable housing in the State of California. Revenue is generated through recording fees on real estate transactions <br />and therefore will fluctuate year to year depending upon activity. Each year, the City will receive an allocation based on <br />the revenues generated in the prior year.
