Page 1 of 4 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org <br />STAFF REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />DATE: June 9, 2025 <br />SUBJECT <br />Collect sewer service charges on the tax roll for residential customers with one dwelling unit per parcel <br />RECOMMENDATION <br />Hold a public hearing, and if protests are not made by a majority of the affected parcels, adopt a resolution <br />adopting the Fiscal Year 2025-26 Sewer Service Charge Report and authorizing the collection of sewer <br />service charges on the tax roll for residential customers with one dwelling unit per parcel (requires 5/7 <br />vote). <br />STRATEGIC PLAN GUIDING PRINCIPLE <br />Excellence in Government Operations <br />BACKGROUND <br />On June 13, 2022, the City Council adopted Resolution No. 16051, authorizing the collection of sewer <br />service charges for all residential parcels with one-dwelling unit through the County tax roll for fiscal year <br />(FY) 2022-23 and also endorsed the transition to be conducted as a five-year pilot program. For sewer <br />service charges to be collected on the tax roll, an annual report of parcels and proposed charges must be <br />prepared and filed with the City Clerk, with a public hearing for the City Council to allow any protests <br />against the proposed action to be heard. The City Council approved reports in 2023 and 2024. The FY <br />2025-26 Sewer Service Charge Report is on file with the City Clerk and available through the City’s website <br />(link). <br />If protests are not made by a majority of the affected parcels, the City Council may adopt a resolution <br />adopting the Sewer Service Charge Report for the upcoming fiscal year, allowing for the continued <br />collection of sewer service charges for all one dwelling-unit residential customers on the tax roll, in <br />furtherance of the five-year pilot program. <br />7.B. - Page 1 of 328 <br />394
