Page 3 of 4 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org <br />EQUITY IMPACT STATEMENT <br />As the pilot program enters its fourth year, staff will continue to monitor for unexpected impacts <br />stemming from the transition to billing sewer service charges for one dwelling-unit parcels on the tax <br />roll. Staff are monitoring property tax defaults on parcels with sewer service charges and use of City <br />utility rate assistance programs as indicators of program impact on affected households. <br />FISCAL IMPACT <br />The County charges $1.42 per parcel to administer the collection of charges through the tax roll. This <br />rate may fluctuate based on the County Labor Service Charge rate determined by the County Manager’s <br />Office during the County’s budgeting process. The total costs of services will be capped at 5% of the <br />amount submitted for collection. The expected cost of collecting sewer service charges for 13,742 <br />parcels in FY 2025-26 is $19,513.64. The County will deduct this cost from payments distributed to the <br />City. The cost of collecting charges through the tax roll is minimal compared to the $17.2 million in <br />revenue that the County will guarantee by collecting sewer service charges in this manner. <br />ENVIRONMENTAL REVIEW <br />This activity is not a project under California Environmental Quality Act (CEQA) as defined in CEQA <br />Guidelines, section 15378, because it has no potential for resulting in either a direct or reasonably <br />foreseeable indirect physical change in the environment. <br />PUBLIC NOTICE <br />Public notification was achieved by publishing the Notice of Public Hearing in the San Mateo Daily Journal <br />on May 21 and May 28. Additionally, the agenda, with the agenda items being listed, was posted at least <br />72 hours prior to the meeting. <br />ALTERNATIVES <br />The City Council may elect not to accept the recommended actions and direct staff to revert customers <br />back to being billed for sewer service charges through City issued utility bills. <br />ATTACHMENTS <br />Attachment A – FY2025-26 Sewer Service Charge Report <br />Attachment B – Resolution <br />Attachment C – Proof of Public Hearing Notice <br />7.B. - Page 3 of 328 <br />396
