Page 1 of 4 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org <br />STAFF REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />DATE: June 9, 2025 <br />SUBJECT <br />Resolution of local support to apply for $1,321,000 in Metropolitan Transportation Commission grant <br />funds for Redwood City transportation projects on Jefferson Avenue and Page Street which enhance <br />mobility and improve connectivity to community destinations for all road users <br />RECOMMENDATION <br />Adopt a resolution authorizing the filing of an application for $1,321,000 in funding assigned to the <br />Metropolitan Transportation Commission and committing necessary matching funds and stating <br />assurance to complete the project. <br />STRATEGIC PLAN GUIDING PRINCIPLE <br />Transportation <br />BACKGROUND <br />In 2018, the Metropolitan Transportation Commission (MTC) established the Housing Incentive Pool (HIP) <br />Program to incentivize the production and preservation of affordable housing in the Bay Area. In <br />December 2023, MTC identified the top 15 cities in the Bay Area, including Redwood City, that issued the <br />most certificates of occupancy for affordable housing between 2018 and 2022. These agencies were <br />selected to be the recipients of HIP funding. HIP funding is to be used for transportation projects that <br />support MTC’s Complete Streets policy, provide safe mobility and improve connectivity to community <br />destinations for all road users, especially for people biking, walking, and taking transit. <br />In the past few months, staff have worked with MTC to identify HIP projects and submitted a letter of <br />interest. With input from the City’s Transportation Advisory Committee (TAC), Redwood City identified <br />four projects (Table 1) from the City’s adopted Walk Bike Thrive Plan for HIP funding. One project, Vera <br />Avenue Permanent Bicycle Boulevard Project, now funded through the San Mateo County Measure A/W <br />6.D. - Page 1 of 9 <br />35
