REV: 05-27-25 LF <br />EXHIBIT “A” <br />SCOPE OF SERVICES AND FEE <br />SCOPE OF SERVICES: <br />Consultant shall furnish all labor, materials, and equipment necessary to conduct a risk <br />and resilience assessment (RRA) and update the City’s Emergency Response Plan <br />(ERP) to meet all requirements of America’s Water Infrastructure Act (AWIA) Section <br />2013 by City’s required deadlines. <br />KEY PERSONNEL <br />Dr. Scott Thomas – Principal Scientist in Charge <br />James Wollbrinck – Project Manager <br />TASK 1 – PRELIMINARY REVIEW AND SCHEDULE PROJECT UPDATE MEETINGS <br />1.1 – Conduct Kickoff Meeting and Schedule Project Update Meetings <br />Consultant shall hold a kickoff meeting with the City to align all stakeholders on objectives, <br />scope, roles, and expectations. This includes, and is not limited to: <br />•Introductions, overview of project goals, key milestones, timelines, and <br />deliverables. <br />•Communication protocols, potential risks, and next steps. <br />1.2 – Review Existing Information <br />Consultant shall review the City’s existing documentation to ensure a comprehensive <br />understanding of the current state of resilience. This includes: <br />•Reports and plans currently in place, including the existing Risk and Resilience <br />Assessment (RRA) and Emergency Response Plan (ERP) documents. <br />•Supporting materials such as policies, procedures, and any prior assessments that <br />provide context. <br />Consultant shall conduct the RRA using the seven-step J100 framework to deliver a <br />comprehensive evaluation of the City’s vulnerabilities, risks, and resilience for both the <br />water systems. <br />Consultant shall provide the following deliverable for Task 1: <br />•Kickoff Meeting Presentation <br />TASK 2 – CONDUCT A RISK AND RESILIENCE ASSESSMENT (RRA) <br />2.1 – Perform Site Visits, Workshops, and Interviews <br />ATTY/AGR.2025.124/AARC Consultants, LLC(RRA and Update to ERP 2025) (Page 11 of 20)
