6.1 F <br /> Page 1 <br /> REP�RT <br /> To the Honorable Mayor and City �ouncil <br /> From t�te Ci Mana er <br /> December 14, 2�09 <br /> SUB.IECT <br /> Engineering and design services related to the maintenance dredging of the Redwood <br /> Shores Lagoon <br /> RECOMMENDATI4N <br /> Approve, by motion, Amendment No. 3 to the Professional Services Agreement with Moffat & <br /> Nichol for design and engineering services for the Redwood Shores Lagoon System <br /> Dredging project in #he amount of$35,230.00. <br /> BACKGROUND <br /> The Redwood Shores Lagoon System Dredging project is designed to improve the water <br /> quality and the serviceability of the storm drainage system. <br /> On November 14, 2005, Council approved the original agreement with Moffat & Nichol for <br /> professional services for Phase 1 of the Redwood Shores Lagoon System Dredging project in <br /> the amount of$106,764.00. The initial phase of this project included co{lecting and sampling <br /> dredge material and identiiying the specifc areas of the lagoon system that required dredging <br /> to remove sediment deposits. <br /> On November 24, 2008, Counci! approved Amendment No. 1 to the agreement in the amount <br /> of$49,34'I.00 #o perform services required by the recent addition of new sluice gates. Those <br /> services included site investigation, preparation of design plans and specifications, and <br /> construction support. <br /> On September 14, 2009, Council approved Amendment No. 2 in the amount $21,545.00 for <br /> finalizing the design and preparing addendums during bid advertising that included revisions <br /> to the plans and specifications to include additional compliance wi#h regulatory requirements. <br /> Amendment No. 3 is now required because staff did not know the full exEent of the <br /> construction support required for this project until the bids were opened and award of the <br /> construction contract by Councit on October 12, 20�9. Due to budget limitations, only the <br /> base bid item was awarded, which included hydraulic dr�dging of portions of the lagoon and <br /> pumping the spoil material (approximate[y 22,000 cubic yards) as beneficial reuse to Area H <br /> in Redwood Shores. The alternative bid item (which was not awarded) included dredging <br /> portions of the lagoon that contained material (approximately 12,000 cubic yards) that would <br /> need to be decanted, hauled, and disposed of at an approved land fi11. Amendment No. 3 <br /> provides for support during construction including periodic meeting attendance, respondfng to <br /> contractor inquiries, reviewing and approving submittals, reviewing and approving pay <br /> quantities, and reviewing and approving "as-built" record drawings for the base bid work only. <br />
