Cobarruviaz, Chief of Police Subject: Temporary Moratorium; Marijuana Collectives Many cities have elected to enact a moratorium on permitting medical marijuana- oriented businesses to operate. This moratorium would allow an opportunity for City staff to study the potential impacts of inedical marijuana collectives and their operations. I support such a moratorium in the City of Redwood City. In September 200fi, the Riverside District Attorney's Office issued an informationai White Paper titled Medical Marijuana: History and Current Complications. In this report, the district attorney's office noted that medical marijuana dispensaries had a secondary effect on communities that included an increase in crime and nuisance related complaints where dispensaries operated. The report specifically cites home invasion robberies and murders which can be tied to dispensaries and store-front cooperatives. In April 2009, the California Police Chiefs Association, Task Force on Marijuana Dispensaries produced the White Paper on Marijuana Dispensarres, which similarly determined significant criminal activity associated with medical marijuana dispensaries and the secondary impacts of nuisance type complaints that have accompanied marijuana dispensaries. Locally marijuana dispensaries have had a negative impact on tne communities in which they are located. Most recently, in October 2009, a man was reportedly shot while trying to defend a medical marijuana crop from thieves in 4akland. In 2007, agents from the Drug Enforcement Agency shut down four marijuana dispensaries operating in violation of federal law in the City of San Mateo.
