REV: 05-23-25 LF “ ”EXHIBIT A SCOPE OF SERVICES AND FEE The City Attorney requires the services of an outside expert to evaluate the City’s solid waste rates. Consultant’s solid waste rate study services, as described in detail in this exhibit, is intended to support City Attorney’s evaluation of rates. As such, Consultant’s services will be subject to evidentiary protections under the attorney work product doctrine and/or attorney-client privilege, and all writing communications should be appropriately marked to preserve those protections. The project will result in the establishment of solid waste rates for the calendar year requested by the City. The tasks described below are on an as-needed basis and to be performed by Consultant if requested and approved by the City Attorney or designee. If requested by City, Consultant shall: Establish a yearly project schedule for City approval based on the established compensation and revenue reporting of the South Bayside Waste Management Authority (“SBWMA”) to support the City in its solid waste ratemaking objectives. Create a financial model which accounts for any solid waste service expenses funded by ratemaking, the City’s Rate Stabilization Fund allocated for solid waste rates, rate revenue projections, and the balancing account maintained by Recology for any surpluses or shortfalls occurring between revenues collected from City ratepayers and Recology’s annual compensation. Develop cost-of-service based rates for a time period as requested by City. Demonstrate that the proposed rates reasonably reflect the cost of providing service and are fair and equitable to all customer classes and consistent with Proposition 218. Review the City’s existing solid waste rates and evaluate the pros and cons of other approaches, including revising the structure of the City’s collection rates charged to multi-family and commercial customers. Communicate recommendations based on analysis of alternatives, impacts, and projections for City consideration. Incorporate revisions based on City feedback, as necessary. Prepare draft memoranda and staff reports with solid waste rate analysis findings and recommendations. Assist in the drafting and preparation of the Proposition 218 public hearing notice. Attend public meetings related to the proposed solid waste rates. Make presentations to the Utilities Sub-Committee and/or City Council on the proposed solid waste rates and analysis to provide implementation support for the recommended rates. Conduct a survey of other surrounding agencies’ solid waste rates and summarize findings. Specific comparison agencies will be approved by City .
