Consultant will also help draft the staff reports for City Council meetings <br />which include a presentation of the solid waste rates. Consultant will make revisions <br />based on City feedback to all deliverables. <br />Consultant will compare rate structure alternatives with the current rate structure and <br />those of comparable agencies. Consultant will also compare the customer bills produced <br />by these rate structures. A typical bill will be prepared to show the cost per material stream <br />that a customer subscribes to, using both tabular and graphical techniques to clearly <br />communicate the differences. Presentations to the Utilities Sub-Committee and City <br />Council may also include a survey of other regional solid waste rates to help the public <br />assess how their rates compare to those of neighboring communities. <br />Task 1.4 Implementation <br />The purpose of this task is to support the successful implementation of the preferred <br />alternative. Consultant shall draft the Proposition 218 notice to ratepayers, which will <br />include a rate comparison with other cities. Consultant shall incorporate any City <br />feedback received after their review and submit a final Proposition 218 notice. <br />Task 1.5 Ad-Hoc Consulting Support <br />If requested by City, Consultant will be available to provide ad-hoc consulting support to <br />City throughout the term of the Agreement. If work is requested by City that is not included <br />in this Agreement, prior to the start of any work under this task, Consultant shall develop <br />a draft scope of work and total estimated hours. Consultant shall obtain approval from <br />City of the additional scope of work and cost before proceeding. <br />Task 1.6 Engagement Management <br />Throughout this Agreement, Consultant will meet with the City via teleconference on an <br />as-needed basis.
