Consultant will also help draft the staff reports for City Council meetings which include a presentation of the solid waste rates. Consultant will make revisions based on City feedback to all deliverables. Consultant will compare rate structure alternatives with the current rate structure and those of comparable agencies. Consultant will also compare the customer bills produced by these rate structures. A typical bill will be prepared to show the cost per material stream that a customer subscribes to, using both tabular and graphical techniques to clearly communicate the differences. Presentations to the Utilities Sub-Committee and City Council may also include a survey of other regional solid waste rates to help the public assess how their rates compare to those of neighboring communities. Task 1.4 Implementation The purpose of this task is to support the successful implementation of the preferred alternative. Consultant shall draft the Proposition 218 notice to ratepayers, which will include a rate comparison with other cities. Consultant shall incorporate any City feedback received after their review and submit a final Proposition 218 notice. Task 1.5 Ad-Hoc Consulting Support If requested by City, Consultant will be available to provide ad-hoc consulting support to City throughout the term of the Agreement. If work is requested by City that is not included in this Agreement, prior to the start of any work under this task, Consultant shall develop a draft scope of work and total estimated hours. Consultant shall obtain approval from City of the additional scope of work and cost before proceeding. Task 1.6 Engagement Management Throughout this Agreement, Consultant will meet with the City via teleconference on an as-needed basis. The meetings will provide an opportunity to review the model for the upcoming rate year, discuss expense projections, address City questions, and gather feedback.
