Waive the first reading and introduce an ordinance repealing ordinance 2477 authorizing <br />deferrals of payment for City fees associated with development projects and adding Redwood <br />City Municipal Code Chapter 18 (Local Improvements & Planning), Article XVII (Development Fee <br />Deferrals) and amending Section 18.258.C (Imposition and Payment of Parks Impact Fee) for <br />internal consistency; and <br />2. By motion, approve Development Fee Deferral Agreement and Notice of Lien with Power of Sale <br />Template. <br />STRATEGIC PLAN GUIDING PRINCIPLE <br />Excellence in Government Operations <br />BACKGROUND <br />In recent years, the California State Legislature has enacted a series of laws aimed at facilitating residential <br />development across the state, in response to the ongoing housing crisis. Senate Bill 937 (SB 937), effective <br />January 1, 2025, mandates that residential development projects be allowed to defer the payment of <br />certain development impact fees until final inspection or certificate of occupancy. This legislation is <br />intended to lower initial financial barriers to housing production and support the timely delivery of new <br />units. <br />6.L. - Page 1 of 20 <br />379
