By motion, authorize staff to prepare and sign a Letter of Intent (LOI) with O/FI to confirm the City’s <br />interest in considering a digital billboard at 350 Convention Way; <br />2. By motion, authorize staff to negotiate terms for a digital billboard agreement, should the City Council <br />ultimately approve the billboard at that location; and <br />3. By motion, direct staff to return to the City Council at the end of the negotiation and, if staff <br />recommends moving forward with agreed-upon terms, to prepare the agreement and amendments <br />to the City's sign ordinance that would allow for the installation of a digital billboard at that location. <br />STRATEGIC PLAN GUIDING PRINCIPLE <br />Economic Vitality <br />Aesthetics <br />BACKGROUND <br />City Code Section 3.72 currently prohibits installation and maintenance of billboards within the City, with <br />limited exceptions. The City adopted the billboard prohibition and otherwise regulated display of signs in <br />2007 after carefully balancing many competing factors and interests. <br />On April 15, 2024, the City Council adopted the Two-Year Economic and Workforce Development Plan <br />(Plan) to guide the City’s economic development activities through Fiscal Year 2025-2026. The Plan <br />included a goal to advance efforts related to digital billboards under the parameters identified in Table 1. <br />8.B. - Page 1 of 8 <br />436
