TRAFFIC REGULATIONS 01 5500-7 <br />7. Other major businesses, HOA’s, etc. <br />3.07 EMERGENCY VEHICLE ACCESS THROUGH DETOURS <br />A. During construction in or adjacent to roadways in the project site, Contractor shall <br />maintain at least one lane open in each direction of the road to allow emergency <br />vehicle access for police, fire and ambulance to the project vicinity. <br />B. During all detours and/or street closures the Contractor shall provide for movement <br />of emergency vehicles through the work area. <br />C. When temporary traffic control is provided by flaggers they shall be instructed to <br />give immediate passage to emergency vehicles with active lights or sirens. <br />D. It is essential that the Contractor's work and equipment do not impede egress from <br />any fire or police station to other areas of their service area. <br />3.08 TRACKS <br />A. If any work is performed within Caltrain property, the Contractor shall apply for and <br />obtain a right of entry agreement from Caltrain before starting any work. <br />1. All third-party project work on Caltrain property are required to complete basic <br />Roadway Worker Protection (RWP) training. <br />2. Railroad Protective Liability Insurance (RPLI) is mandatory for any project <br />within 50 feet from active tracks. <br />B. Temporary traffic control plans for all projects that could impact traffic (vehicle, <br />pedestrian, bicycle etc.) crossing an active railroad shall include special provisions <br />to address their safety during construction. <br />3.09 ACCESS TO PRIVATE PROPERTY <br />A. General: The Contractor shall schedule operations to minimize disruption of <br />access to private property. <br />B. Notice to Residents: Prior to blocking access to any private driveway or parking <br />lot entrance, the Contractor shall notify the resident or business owner or tenant of <br />pending closure and allow resident to remove vehicles. <br />C. Nights: During non-working hours no driveway, house or parking lot shall be <br />denied access to a public roadway. <br />3.10 DETOURS DURING NON-WORKING HOURS <br />A. General: The Contractor shall not be permitted to maintain any lane closure or <br />road closure during non-working hours without first obtaining written approval of <br />the Engineer. <br />B.
