(4) Books and records of the expenditures of the grant funds will be made available to the <br />Foundation for inspection and copying at all reasonable times. <br /> (5) The grant proceeds will not be used for any of the following purposes: <br /> <br />a. To carry out propaganda or otherwise attempt to influence legislation; b. To influence the outcome of any specific election or to carry on, directl y or <br />indirectly, any voter registration drives; <br />c.
